Background

Under the supervision of the Deputy Country Representative - Operations the HR Specialist ensures effective delivery of HR services in the Afghanistan Country Office (CO). The Human Resources (HR) unit provides support to ACO management in ensuring that the office is appropriately staffed with high quality and engaged personnel who receive the guidance, feedback, and development they need to fully contribute to the ACO’s agenda and Sustainable Development Goals. The HR team applies strategic human resource management policies, procedures, programs, and solutions – that leverage both technology and analytics – to promote a strong people management culture and high performing, diverse, inclusive, and equitable workplace.

The incumbent supervises and leads the professional and support staff of the HR Unit. S/he interprets and applies HR policies, rules and regulations, implements internal procedures and provides solutions to a wide spectrum of complex HR issues. The HR Specialist works in close collaboration with the Programme, Operations teams in the CO, UN Women regional Office (RO) and HQ staff ensuring successful CO performance in HR management.

Duties and Responsibilities

1. Provide technical advice and ensure effective implementation of HR strategies and policies:

  • Ensure full compliance of HR activities with UN rules and regulations, UN Women policies, procedures and strategies; Interpret HR policies and regulations accurately and advise senior managers on their applications, in considering the needs of the CO.
  • Continuously analyze corporate HR strategy and policies, assess the impact of changes, and make recommendations on their implementation at the CO level. Continuously research policy matters related to conditions of service, salaries, allowances, etc. Elaborate and introduce HR measurement indicators; and monitor and report on achievement of HR results.
  • Implement, in coordination with Management and relevant units, corporate targets, including gender indicators.
  • Advise Senior Management on new HR policies and practices and their implementation, including recommendation of solutions to complex HR cases.
  • Provide technical advice in CO HR business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management as needed
  • Ensure proper use of contractual modalities
  • Provide support to senior management in monitoring office structures to stay abreast of their evolving staffing needs.
  • Provide coordination support of interim local salary, hardship and place-to-place surveys as needed.

2. Ensure effective management of HR services, including recruitment, staffing and entitlements in the Country Office:

  • Oversee that positions within the CO are filled in a timely manner to meet staffing needs, based on effective matching of individual competencies to position requirements, using cost­effective assessment techniques;
  • Guide managers in drafting job descriptions and liaise with HR in RO and HQ on post establishment and reclassification.
  • Facilitate timely transparent and competitive recruitment and selection processes within CO including proper job vacancy announcement, screening of candidates and organization and participation in the interview panels;
  • Provide strategic and operational support to CO senior management to implement staffing and recruitment actions as part of organizational development and change management processes.
  • Provide current and prospective staff members and other personnel with timely guidance on recruitment and contracting policies.
  • Provide technical support in workforce planning.
  • Ensure proper monitoring and tracking transactions related to positions and recruitment
  • Manage SSA processes, including developing and managing consultancy rosters.

3. Facilitate benefit/entitlement management of CO staff:

  • Maintain smooth and effective coordination with UNDP on the overall administration benefits/entitlement management for staff.
  • On a special needs basis liaise with UNDP Copenhagen service on behalf of individual staff members to seek clarification on certain benefits and entitlements.
  • Ensure timely and accurate processing of danger pay and R&R
  • Advise staff and personnel on benefits and entitlements as per specific contractual modalities.

4. Facilitate Performance Management/Staff Development and Learning:

  • Ensure that annual performance management plans for all staff in the CO exist, and are implemented annually in accordance with UN Women policies, guidelines and practice.
  • Brief and orient staff and managers within the CO on the UN Women performance management system, and oversee compliance. Provide annual monitoring reports to CO senior management.
  • Work with HR Section in RO and HQ on poor performance cases which could impact on contractual status or career of staff.
  • Use performance management data, skills gap analysis, and other means to draw up and implement an annual CO staff and development plan.
  • Lead the development and implementation of the UN Women-specific learning and development strategies and programmes to meet the staff development needs of CO staff.
  • Ensure that an onboarding (orientation) and off-boarding (separation) briefing policy exists and is implemented for all relevant staff.
  • Ensure compliance of the mandatory training

5. Support Staff/Management Relations, and implement workplace relations and Staff Well-being initiatives:

  • Promote and implement staff/management meetings in CO's to ensure open, transparent communications on all matters pertaining to staff
  • Promote and implement UN Women Staff Well Being policies and initiatives within the Afghanistan CO.
  • Raise awareness within the Afghanistan CO of UN Women stress management policies and promote implementation of work practice which optimizes work/life harmony.
  • Build strong relationships with managers and staff and network proactively within the office to stay abreast of staff and management concerns.
  • Organize information session on workplace relations issues in coordination with the workplace relations team.
  • Escalate any issues related to workplace relations as needed

6. Facilitate knowledge building and knowledge sharing:

  • Share CO best practices on HRM issues (learning and development; performance management; staff/management relations/ job design etc.) with other COs, RO and HQ.
  • Develop a simple data monitoring system on HRM issues that supplements (but does NOT duplicate) information/data available elsewhere within the Organization.
  • Track implementation of Audit recommendations related to HRM within the Region and keep HQ and RD informed.
  • Share knowledge and collaborate at inter-agency level within Afghanistan on all HRM matters, including the inter-agency mobility arrangements.
  • Lead the organization and conduct of training for operations/ programme staff on HR issues.
  • Provide inputs to knowledge networks and communities of practice.

7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Required Skills and Experience

Education and certification:

  • Master’s Degree or equivalent in HR, Business Administration, Public Administration, Social Sciences or related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

  • At least 5 year of relevant experience at the national or international level in providing HR advisory services and/or managing staff and operational systems.
  • Experience in recruitment and selection processes.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc).
  • Experience in handling of web based management systems.
  • Experience in leading a team is an advantage.
  • Work experience in the post-conflict country is desirable.

Language Requirements:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset.
