UNICEF’s Division of Human Resources (DHR) provides leadership to the global Human Resources (HR) community on creation of an environment which allows UNICEF’s global workforce to perform at its best in service of our mission for children.

In an effort to measurably improve UNICEF's ability to deliver better results for children, and to also support the Human Resources reforms, the Division of Human Resources (DHR) is embarking on a transformational process in a number of key areas, including streamlined and efficient talent acquisition, strategic HR business partnering, and results-focused performance management and career development. DHR will partner more closely with line managers and share ownership and accountability for people management on the basis of clearly defined roles and responsibilities.

How can you make a difference?

The Consultant will work closely with the Accountability Framework Project Team and internal Human Resources counterparts to produce a comprehensive overview of HR related Delegations of Authority (DoA).

This will include:

  • Reviewing the complete library of UNICEF HR Policies and Procedures for formal Approving and Decision-Making Authorities and preparing a table of existing delegations. UNICEF’s HR Policies and Procedures are organized by topic area and available online for the selected consultant. There are approximately 100 different documents with varying lengths between two to ten pages that will need to be reviewed for any reference to delegated authorities.
  • Liaising with the Executive Director’s Office, the Global Shared Service Center and Regional HR focal points to as needed. Periodic discussions on work progress with the Project Team. This may include provision of preliminary tabulations already prepared and validating them against the HR Policies and Procedures.
  • Producing a final report/tabulation: Mapping out formal Delegations of Authority relating to HR policies and procedures across the organization.

To qualify you will have:

  • A university degree in Human Resources Management, Law, International Relations, Business or Public Administration or related field.
  • Previous experience in HR policy or administrative law matters in an international organization, preferably an organization part of the UN common system, or comparable experience in a policy or regulatory design or maintenance role.
  • Demonstrated ability to work with attention to detail and high accuracy in work deliverables.
  • Excellent written and verbal communication in English.
  • Financial proposal that will include:

  • Your rate (in US$) to undertake the deliverable based terms of reference

  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicated availability.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Remarks:

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)- or national authority-endorsed vaccine, which must be met prior to taking up the assignment. This does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations, or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
