Organizational Setting The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. FAO’s Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attract, develop and retain a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization. Over the next years, CSH will focus on developing and implementing a people centered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO. The Human Resources Division is composed of two main clusters, (i) the Integrated Talent Management providing advice and managing position management, recruitment, mobility, staff development and training, performance management and social security; and (ii) the HR Strategy and Policy, providing HR strategic guidance, policy and oversight.

The position is located in CSHL at FAO headquarters in Rome, Italy.

Reporting Lines The Human Resources Officer (Staff Development Support) reports to the Human Resources Officer, Performance Management and Staff Development (CSHL).

Technical Focus Coordinates and advises for the planning, monitoring and implementation of programmatic and operational staff development related activities.

Key Results The provision of human resource services to management and staff.

Key Functions • Plans and delivers services in designated human resource field(s). • Consults with 'designated business partners' on specific HR requests, issues and problems, and provides advice, policy interpretations and options on how to proceed. • Analyses requirements and researches and analyses information, data, statistics and/or trends for the preparation of plans, strategies, reports, policies and/or other products. • Reviews ongoing service delivery, related policies, procedures and systems to recommend changes; develops proposals and coordinates updates/revisions. • Collaborates in the development of information/training materials and products to increase understanding of HR services and policies, promote capacity development and facilitate change across the Organization. • Researches and provides information to management and staff to resolve problems and/or reach agreement on various issues. • Leads short-term work groups and participates in Organization-wide committees and working groups.

Specific Functions • Contributes to the coordination of the annual staff development planning and budget allocation process at the Organizational unit level (Divisions, Centres, Offices), including external training activities. • Supports the design and preparation of staff development strategies and plans at the Organizational unit level, and reviews and processes training proposals and requests. • Monitors, tracks and evaluates the effectiveness and impact of staff development planning and related business processes, and recommends ways to enhance efficiency and impact. • Monitors, analyses and reports on activities associated with the use of staff development funds and ensures efficient administrative and financial control mechanisms to ensure compliance with relevant FAO rules and regulations. • Analyses challenges and trends related to staff development planning/external training and recommends updates and improvements as required. • Advises and conducts presentations and training sessions related to the formulation of staff development strategies, training plans and learning materials. • Works closely with FAO’s internal training focal point network to develop learning support mechanisms and strengthen the organizational learning environment.

Minimum Requirements • Advanced university degree in human resources, management, business administration, organizational development, industrial psychology or a related field. • Five years of relevant experience in human resources management and administration, including staff development. • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work. • Extent and relevance of experience in coordinating staff development planning, monitoring and reporting activities, particularly in a large global setting. • Extent and relevance of experience in programme and budget management of global capacity building initiatives. • Extent and relevance of experience in workforce learning and development, adult learning and training. • Familiarity with automated human resources and learning systems such as CornerstoneOnDemand. • Ability to analyse complex planning and programme related issues. • Demonstrated strong writing, analytical, presentation and project management skills. • Working knowledge (proficient – level C) of another official language is considered an asset.
