Overview

Support the implementation of HR policies related to social security and benefits.

You have:

  • Advanced university degree (Master’s degree or equivalent) in human resources, management, business administration, contract management, pharmaceutical, law, industrial psychology or a related field.
  • Three years of relevant experience in human resources management and administration.
  • Working knowledge (proficiency – level C) of English and intermediate knowledge (Intermediate proficiency – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

FAO works in over 130 countries worldwide to achieve food security for all and make sure that people have regular access to high-quality food. FAO's Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the organization. Over the next years, CSH will focus on developing and implementing a people-centered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO. The Human Resources Division is composed of 2 main clusters, (i) the Integrated Talent Management, providing advice and managing position management, recruitment, mobility, staff development - training, performance management and social security, and (ii) the HR Strategy and Policy providing HR strategic guidance, policy and oversight. The position is located in CSH, at FAO headquarters in Rome, Italy.

Reporting Lines The Human Resources Officer (Social Security) reports to the Senior Human Resources Officer, CSHS.

Technical Focus Support the implementation of HR policies, rules and regulations as well as standards related to social security, pension, medical and life insurance scheme.

Key Results The provision of human resource services to management and staff

Key Functions • Processes, coordinates arrangements, and delivers services in an HR discipline. • Researches and analyzes human resource policy and service delivery issues, maintains operational statistics, and prepares related reports. • Develops and maintains HR systems, processes and practices. • Contributes to the development of information and training materials and coordinates and assists in the presentation of information/ training sessions to management and staff. • Provides HR information and advice to management and staff. • Participates on project teams and work groups.

Specific Functions • Supports the overall management of the medical, death and disability benefits plans benefits plan covering FAO's global staff and non-staff population and oversee the design and implementation of the necessary policy and operational framework to maximize corporate cost-effectiveness and minimize risks and liabilities. • Supports and monitors Social Security financial sustainability, and that adequate mechanisms are in place to mitigate risks; reviews benefits regularly in order to maintain continuing relevance to staff needs and to FAO's strategic objectives. • Contributes to and monitors the financial integrity of the Trust Fund and Special Account and ensure transparent and accurate financial reporting to oversight bodies and relevant stakeholders. • Supports collaborative partnerships with vendors, manage contractual obligations for the provision of insurance-related administrative services, and ensure the vendors' adherence to established performance standards and key performance indicators (KPIs); drafts periodic report to the FAO Advisory Committee on Medical Coverage (FAC/MC); • Provides logistical and administrative support to the Secretary, referring matters for review and making recommendations for approval or decision and act on his/her behalf in the FAC/MC and FAO Medical Insurance Joint Committee and Oversight Board as needed. • Provide guidance to the HR personnel in the regional and decentralized offices on insurance and social security provisions, with the objective of improving the wellbeing and engagement of FAO personnel. • Monitors the cost-efficient delivery of social security benefits across FAO to support the organization's objectives in collaboration with the FAO Chief Medical Officer, other internal stakeholders, partner Rome-Based Agencies and third-party service providers. • Supports collaborative partnerships with the international organizations' community of insurance and social security specialists, keep abreast of industry trends, harmonize approaches and share best practices. • Participates in the processes of medical insurance tendering, analysing bids, negotiating of services and ensuring adherence to service legal agreements and KPIs and suggests modifications when needed. • Oversees the briefing to After Service Medical Coverage and monitors responses to any queries. • Maintains records for Social Security benefits database.

Minimum Requirements • Advanced university degree (Master’s degree or equivalent) in human resources, management, business administration, contract management, pharmaceutical, law, industrial psychology or a related field. • Three years of relevant experience in human resources management and administration. • Working knowledge (proficiency – level C) of English and intermediate knowledge (Intermediate proficiency – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions is desirable. • Extent and relevance of experience in reviewing, interpreting and/or implementing rules and regulations related to the staff benefits and social security and expressing sound analytical skills to identify root-cause for irregularities from complex databases. • Familiarity with automated human resources management systems and ERP system. • Extent and relevance of experience in human resources management and administration, including experience in social security, pension, medical and life insurance contract management, administrative laws and actuarial valuation. • An HR professional certification is considered an asset. • Working knowledge (proficiency- level C) of another FAO language is considered a strong asset.
