Organizational Setting FAO’s Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO Offices worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization. Over the next years, CSH will focus on developing and implementing a people centered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO.

The Human Resources Division is composed of two main clusters (i) the Integrated Talent Management, providing advice and managing position management, recruitment, mobility, staff development and training, performance management and social security; and (ii) the HR Strategy and Policy, providing HR strategic guidance, policy and oversight.

The position is located in the Social Security Branch (CSHS) of the Human Resources Division (CSH) at FAO headquarters in Rome, Italy.

Reporting Lines The Human Resources Officer (Social Security) reports to the Senior Human Resources Officer, Social Security Branch (CSHS).

Technical Focus Implementation of HR policies, rules and regulations as well as standards related to social security, pension, medical and life insurance schemes.

Key Results Comprehensive HR expertise for the planning and delivery of multidisciplinary HR programmes, products and services and the development of related policies and specialized tools and systems.

Key Functions • Leads projects and/or work teams, leads and/or participates in Division teams, provides secretariat services and/or professional HR expertise on Organization-wide HR committees and working groups and represents FAO at interagency meetings; • Plans and delivers HR programmes, products and services including related policies, systems and tools to facilitate the effective recruitment, management, development and retirement of the FAO workforce; • Analyses HR requirements, information, data, statistics, relativities, trends, problems, and/or issues to support service delivery, new HR initiatives, and the preparation of plans, strategies, reports, policies and/or other products; • Provides specialist HR advice and expertise to designated business partners on specific or complex cases, staff requirements, policy interpretation issues, labour relations issues and/or best practices, etc.; • Manages special projects and provides guidance to consultants for the development and implementation of new HR products, tools, and systems; • Develops information, training materials and products to increase understanding of HR programmes, services and policies, promote capacity development and facilitate the introduction of changes across the Organization; • Provides information and assistance to management and staff to resolve problems and/or reach agreement on complex issues; • Develops relevant performance criteria and indicators to evaluate HR programmes, products and services.

Specific Functions • Coordinates FAO’s social security services, supporting the FAO/WFP Staff Pension Committee and the Advisory Committee on Compensation Claims (ACCC); • Reviews the submission and reporting of the Staff Pension Committee (SPC), FAO Advisory Committee on Medical Coverage (FAC/MC), the Advisory Committee on Compensation Claims (ACCC) and the Advisory Committee on Occupational and Safety and Health (ACOSH); • Oversees the preparation of reports, statistical indicators, cost analysis, trends and ad-hoc reports provided to Senior Management, Staff Pension Committee (SPC), UN Joint Staff Pension Fund (UNSJPF) and other third parties relating to social security benefits; • Participates in identifying needs, formulating and developing strategies, policies, plans and tools relating to social security benefits or occupational health and safety in line with the United Nations common system; • Prepares correspondences with third-party insurance companies and legal representation of claimants on service-incurred incidents; • Provides advice on and coordinates the processes of tendering, analysing bids and negotiation of social security benefits; • Supports and advises the Senior Human Resources Officer in the implementation of the medical insurance contract with third party firms/entities; • Coordinates Organization-wide wellness events with internal and external relevant stakeholders; • Prepares related reports and documentation, addresses and coordinates complex related queries and issues; • Researches the best practices in the UN common system and collaborates with the Rome-Based Agencies in the area of social security; • Liaises with the Shared Services Centre (SSC) in Budapest to resolve outstanding payroll and processing activities related to social security and ensures the corrective actions are taken if applicable; • Performs other duties as requested. ______________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in human resources, business management and administration, law, finance and accounting, organizational development or a related field. • Seven years of relevant experience in human resources management, and administration, including experience in social security, pension, medical and life insurance schemes. • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work is desirable. • Extent of experience in human resources policy and program development and implementation, including in social security, pension, medical and life insurance schemes. • Experience in human resources management in the United Nations common system and/or other international organizations is considered a strong asset. • Effective consulting and advisory skills with strong analytical, project management and problem-solving skills. • Ability to be discrete and maintain a high degree of confidentiality. • Ability to promote ideas, convince others and gain agreement from others to further support the work and mission of FAO. • Working knowledge (proficient – level C) of another official FAO language (Arabic, Chinese, French, Russian or Spanish) is considered an asset.
