Organizational Setting The Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the organization. Over the next years, CSH will focus on developing and implementing a people centered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO. The Human Resources Division is composed of two main clusters, namely (i) the Integrated Talent Management, providing advice and managing position management, recruitment, mobility, staff development and training, performance management and social security; and (ii) the HR Strategy and Policy providing HR strategic guidance, policy and oversight.

The position is located in the Human Resources Division, under cluster (i), in the Recruitment Branch (CHSR) at FAO headquarters in Rome, Italy.

Reporting Lines The Human Resources Officer (Recruitment and Staffing) reports to the Head of Recruitment/Senior Human Resources Officer, CSH.

Technical Focus Talent management, recruitment and staffing.

Key Results The provision of human resource services to management and staff.

Key Functions • Plans and delivers services in designated human resource field(s). • Consults with 'designated business partners' on specific HR requests, issues and problems, and provides advice, policy interpretations and options on how to proceed. • Analyses requirements and researches and analyses information, data, statistics and/or trends for the preparation of plans, strategies, reports, policies and/or other products. • Reviews ongoing service delivery, related policies, procedures and systems to recommend changes, develop proposals and coordinate updates/revisions. • Collaborates in the development of information/training materials and products to increase understanding of HR services and policies; promotes capacity development and facilitates change across the Organization. • Researches and provides information to management and staff to resolve problems and/or reach agreement on various issues. • Leads short-term work groups and participates in Organization-wide committees and working groups.

Specific Functions • Implements talent management strategies and processes leveraging innovation, creativity and best practices to build diverse, inclusive, competent and agile workforce. • Supports hiring managers in proactively planning for their recruitment needs, follows up on established plans and provides advice as needed on selection processes for the recruitment of Professional, General Service and other categories of staff, ensuring adherence to policies and procedures. • Actively engages all stakeholders in the achievement of corporate targets of Key Performance Indicators (KPIs) in terms of vacancy rate and time to fill. • Actively supports and implements outreach efforts and initiatives to attract talent and improve diversity in FAO, in line with the HR strategic plan. • Manages the day-to-day implementation of recruitment activities, including coordinating the advertisement of vacancies, preparation of technical tests, monitoring of process of screening applicants, ensuring that the recruitment process is carried out in accordance with the overall recruitment plan and relevant policies and procedures. • Participates in selections panels, as and when required. • Produces and extracts reports and provides data analysis on recruitment trends, vacancy rate and other KPIs as needed, ensuring the accuracy of data. • Produces relevant communication, notes and documents to assist senior officers, as necessary, in the communication on recruitment and staffing matters. • Provides support in the planning, design and implementation of talent reviews, succession planning and other talent related processes and programmes, as needed. • Searches for relevant tools and guides to train hiring managers and HR practitioners in their role or assists in the design of relevant tools, explanation notes, guidelines for this scope. • Participates in HR networks and working groups on talent management, outreach, diversity and inclusion matters. • Maintains and enhances relationships with regional HR focal points, the Shared Services Center (SSC) and other partners. • May assist in other matters related to recruitment, outreach and outsourcing of recruitment functions, in line with the evolving needs of the Organization. • Coordinates the work of others in the recruitment team and may supervise other employees, as needed. • Performs other duties as required. _________________________________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in human resources, management, business administration, organizational development, industrial psychology or a related field. • Five years of relevant experience in human resources, specifically talent management, recruitment and staffing. • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work. • Extent and relevance of experience in human resources talent management, recruitment and staffing. • Extent and relevance of experience in development and implementation of human resources recruitment policies and procedures. • Knowledge of automated human resources management system; familiarity with Enterprise Resource Planning systems is required. • Working knowledge (proficient - level C) of another FAO official language is considered a strong asset. • Ability to analyse complex issues and suggest solutions.
