Organizational Setting The Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization. Over the next years, CSH will focus on developing and implementing a people centered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO. The Human Resources Division is composed of two main clusters, namely, (i) the Integrated Talent Management, providing advice and managing position management, recruitment, mobility, staff development and training, performance management and social security; and (ii) the HR Strategy and Policy providing HR strategic guidance, policy and oversight.

The position is located in the Human Resources Division, under cluster (i) in the Recruitment Branch (CSHR), at FAO headquarters in Rome, Italy.

Reporting Lines The Human Resources Officer (Recruitment & Staffing) reports to the Head of Recruitment/Senior Human Resources Officer, CSH.

Technical Focus Talent Management, recruitment and staffing.

Key Results Comprehensive HR expertise for the planning and delivery of multidisciplinary HR programmes, products and services and development of related policies and specialized tools and systems.

Key Functions • Leads projects and/or work teams, leads and/or provides guidance to Divisional teams, provides secretariat services and/or professional HR expertise on Organization-wide HR committees and working groups and represents FAO at interagency meetings. • Plans and delivers HR programmes, products and services including related policies, systems and tools to facilitate the effective recruitment, management, development and retirement of the FAO workforce in the most efficient and effective manner. • Analyses HR requirements, information, data, statistics, relativities, trends, problems and/or issues to support service delivery, new HR initiatives and the preparation of plans, strategies, reports, policies and/or other products. • Provides specialist HR advice and expertise to designated business partners on specific or complex talent management cases, staff requirements, policy interpretation issues and/or best practices, etc. • Manages special projects and provides guidance to consultants for the development and implementation of new HR products, tools and systems. • Develops information, training materials and products to increase understanding of HR programmes, services and policies, promotes capacity development, and facilitates the introduction of changes across the Organization. • Provides information and assistance to management and staff to resolve problems and/or reach agreement on complex issues. • Develops relevant performance criteria and indicators to evaluate HR programmes, products and services.

Specific Functions • Develops and implements talent management strategies and processes leveraging innovation, creativity and best practices to build a diverse, inclusive, competent and agile workforce. • Identifies, develops and maintains partnerships with FAO Divisions/Offices/Centres and sourcing of qualified candidates in accordance with the FAO mandates on gender and geographic balance. • Ensures timeliness and quality control of recruitment services; reviews and directs the streamlining of the recruitment process, and fosters the use of modern recruitment tools. • Candidate Outreach - Liaises with external recruitment sources to ensure supply of suitable and qualified candidates; develops best practice candidate sourcing techniques to enhance the candidate pool, reviews the effectiveness of recruitment sources and takes action for improvement; • Contributes to the overall planning and implementation of recruitment of Professional, General Service and other categories of staff, ensuring adherence to policies and procedures. • Engages key stakeholders for enhanced strategic HR partnerships and in achieving corporate targets in terms of vacancy rate and time to fill vacant positions. • Monitors recruitment and selection activities and prepares relevant analytical reports. • Provides advice and support to hiring managers and staff on recruitment matters. • Oversees preparation of job openings, reviews applications and short-lists to support recruiting units, ensuring that the recruitment process is carried out in accordance with applicable policies and guidelines, and the overall recruitment plan. • Participates in selections panels, as and when required. • Produces relevant communication, notes and documents to assist FAO management, as necessary, on recruitment and staffing matters. • Provides inputs in the planning, design and implementation of talent reviews, succession planning and other talent related processes and programmes, as needed. • Provides training and capacity building to other HR practitioners on recruitment and staffing matters and the application of relevant policies and procedures. • Represents FAO and participates in HR networks and working groups on talent management, outreach, diversity and inclusion matters. • Provides information and acts as escalation point for HR focal points and other colleagues delivering administrative services with an HR focus at the global level, the Shared Services Centre (SSC) and other partners. • Provides advice on career development to staff at all levels in all categories. • Promotes and pilots new HR concepts and initiatives, including outsourcing of recruitment functions, and oversees related projects and staff, and sponsors the implementation process. • Keeps abreast of best practices and related technological tools in the private and public sectors and participates in the definition of revised or new business requirements for existing Enterprise Resource Planning (ERP). • Coordinates the work of others in the recruitment team and supervises other employees, as needed. • Performs other duties as required. _________________________________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in human resources, management, business administration, organizational development, industrial psychology, law or a related field. • Seven years of relevant experience in human resources management, including talent management and implementation of talent acquisition and outreach, recruitment and selection. • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work. • Demonstrated ability to identify issues, proactively formulate advice and analysis, draw conclusions and recommendations on a wide range of policy, operational, management and administrative HR-related matters. • Extent and relevance of experience in human resources planning and management, including talent management, talent acquisition and outreach, recruitment and selection. • Knowledge of automated human resources management system; familiarity with ERP systems. • Extent and relevance of supervision exercised; ability to coordinate the work of others.
