In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

The HR Officer reports to the HR Chief for close guidance, training and supervision. The Officer provides support to the supervisor and colleagues in the unit by executing HR services through applying knowledge of theoretical HR models, as well as understanding of organizational HR policies and procedures.

  1. Business Partnering with focus on Entitlements and Benefits Administration
  • Through research of policies and analysis of data, provide support to the HR Business Partner in advising their clients on HR-related needs and developing subsequent plans of action.

  • Provide accurate and timely advice to clients on HR processes and policies, ensuring the highest level of client-orientation.

  • Proactively advise clients on the resolution of human resources issues ensuring equitable and transparent solutions that protects both the staff and organizations interests in accordance with policies, regulations and procedures.
  • Promote the organizational goals and targets for gender equity and cultural diversity.
  1. Strategic Human Resources with focus on Entitlement and Benefits Administration
  • Liaise with the HQ Divisions, regional and the Global Shared Services Center to the streamlining and formulation of local HR guidelines and standard operating procedures particularly related to Entitlements and Benefits Administration.
  • Contribute to corporate HR strategy formulation and pilots and global implementation and . Provide feedback and make recommendations on the establishment and improvement of HR systems, policies and processes.

  • Keep abreast, research, benchmark, and implement best and cutting edge practices in HR management and contribute to the development of global policies, procedures and introduce innovation through sharing of best practices and knowledge learned.

  1. Support to Implementation of Entitlements and Benefits Administration
  • Provide support to the implementation of the Entitlements and Benefits Administration in the country office to help their supervisors in implementing efficient client services that help either attract, retain and/or motivate staff of the highest caliber.
  • When assigned casework in the relevant area on either a routine or non-routine basis, analyze and synthesize issues and problems, and interpret established, formal guidelines to address and recommend solutions or further actions required.
  • Act as an interlocutor between the local Entitlements and Benefits team with the Global Shared Services Centre to streamline overall processes and expedite cases submitted in line with emergency procedures. Follow up/escalate cases where applicable.
  • For the assigned area ensure that onboarding, maintenance and offboarding cases are completed on time. Provide guidance and oversight to team members to achieve the global KPIs and minimize errors.
  1. Capacity Development
  • Build capacity of the HR team and train staff members in key policies, procedures and guidelines relating to Entitlements and Benefits.
  • Participate as a resource person in capacity building initiatives for staff and partners related to Human Resources Administration to enhance the competencies of clients/stakeholders including facilitation entitlement/policy sessions for staff members.
  • Jointly with the HR Specialist, provide orientation briefing to new staff related to Entitlements and Benefits.
  1. HR Quality Assurance and Reporting
  • Conduct internal HR audits/ quality assurance exercises with focus on Entitlements and Benefits, make recommendations and follow up on completion of action points to further streamline processes related to Entitlements and Benefits Administration.
  • Collect, interpret and analyze HR data related to Entitlements and Benefits to help inform decision making on HR processes and strategies.
  • Support the development and implementation of data collection and reporting systems related to Entitlements and Benefits and Payroll to optimize data quality. Ensure that regular reporting and follow up is in place.

To qualify as an advocate for every child you will have…

Education:

A University Degree in human resource management, business management, international relations, psychology or another related field is required.

Experience:

Two years of professional experience in human resource management in an international organization and/or large corporation is required, preferably in a Global Shared Services Center with experience in Payroll and/or Entitlements and Benefits Administration.

Advanced knowledge of the principles and concepts of human resources management.

Experience in Payroll and/or Entitlements and Benefits Administration is required.

Country Office and emergency experience is considered an asset.

Strong research, planning and organizational skills.

Excellent knowledge of information technology systems and tools.

Language Requirement:

Fluency in English is required. Knowledge of another official UN language (preferably Arabic) is an asset.

Remarks:

Mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service. Only shortlisted candidates will be contacted and advance to the next stage of the selection process.

The position is based in Sana’a, Yemen, currently classified as category “E” non-family duty station, which is subject to regular reviews. Staff are required to live under confined conditions with very limited movement outside. Danger pay is currently applicable.

This position is advertised under the Emergency Staffing procedures (L-3) and staff are expected to report within 31 days from offer. Internal staff on FT/CA may eligible to keep a lien for the period subject to approval of the releasing office.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF.
