Background/IRC Summary:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces

Job Overview/Summary:

To ensure an effectiveness overall day-to-day implementation of Human Resource tasks and related tasks; Staff Benefits, Staff Timesheet & Leave tracking, support HR teams for visa, work permit and camp pass, and other related HR administrative task. To provide Human Resource professional services to programs and operations staff. To provide HR support, which is efficient, transparent, equitable and workable.

Major Responsibilities:

Staff Benefits • Coordinate with HR BKK to submit health insurance reimbursing cost to insurance company and serve as the focal point with insurance and staff inquiries • Coordinate with HR BKK on Provident Fund processes and serve as focal point with Provident Fund and staff inquires • Coordinate with HR BKK and local Social Security Office on Social Security registration of newcomers • Obtain Tax ID card for newcomers at Revenue department

Staff Timesheet/Leave Tracking • Follow up on all complete timesheets of national staff, review and maintain records of leave taken in system and Excel spreadsheets • Maintain organized tracking and filing system. Follow up on timesheets requiring corrections. • Prepare the Leave reports as per request by relevant Directors, HR Manager and HR Coordinator/Lead

Visas, Work Permits and Camp pass • Assist HR team member about documentation during annual visa and work permit renewal period. • Work together with HR team member to prepare visa and work permit applications and escort international staff to the Thai Immigration Office for visa extension and Ministry of Labor for work permit renewal. • Work together with HR team member to prepare and manage government-required 90-day notice and Re-Entry Applications for eligible passport holders • Assist HR team member about radio camp pass application for Tak staff submit to HR BKK and coordinate with IRC field offices to obtain Local camp pass for IRC Tak staff when required • Build close relationships with staff and Thai authorities, Ministry of Interior, Ministry of Labor, Ministry of Foreign Affairs, Immigration office in central Bangkok and district level official • Assist on background check process for staff in Tak province.

Administration and Other responsibilities • Be the focal point on Tak Contact list and Organization Chart update. Send monthly updates to Office Support Manager BKK by 10th each month • Build good relationships with staff, Royal Thai Government (RTG) and other agencies on routine HR-related matters • Maintain all HR files, folders and related documents in proper condition • Prepare payment request for all work-related HR working process • Keep HR information private and confidential at all times • Coordinate with each field HR staff and assists them in solving the problems that concerned in HR matters to run the work smoothly and effectively. • Motivate good relationship among the employees, develop a pleasant working environment and making staff feel that this organization is the preferred employer. • Perform other duties as assigned by Supervisor

Key Working Relationships:

Position Reports to: Senior Human Resources and Administration Officer Indirect Reporting: Human Resources and Administration Manager Other Internal and/or external contacts: Internal: HR focal points in BKK and field offices, Operations and Programs staff, and CBA focal point in Mae La, Umpiem, and Nupo External: Government officials, Agency, Vendor, Landlord and etc.

Qualifications

Job Requirements:

Education: Bachelor’s degree in Human Resources, Business administration or related field

Work Experience: Minimum 2-year experience in HR or Admin and demonstrated experience coordinate government agencies and Experience in a non-profit organization and international environment is preferable.

Demonstrated Skills and Competencies: • Strong organizational skills, good at multi-tasking, prioritization, and flexible. • Ability to communicate clearly both verbally and in writing. • Able to work under pressure with minimum supervision. • Good time and people management skill. • Computer proficiency of Microsoft Excel, Word, and PowerPoint. • Good knowledge in Thai labor law and legal concern • Positive attitude, Excellent and team-oriented person • Ability to work to regular deadlines and adapt to changing situations

Language Skills: • Good command of written and spoken Thai and English • Computer proficient and demonstrate skills in database management and record keeping

Certificates or Licenses: Not requested.

Working Environment:

The position will be based in Mae Sot District, Tak Province, with some time travel to Mae La, Umpiem and Nupo Temporary Shelter in Tak
