JOB PURPOSE

The National HR Officer will be based in our Cairo, Egypt Regional Bureau and will be providing support and people operations for the Regional Burau Cairo (RBC) Office, mainly with tasks related to Talent Acquisition, Contract Management and Onboarding. The incumbent will develop, gain support for, and implement the approaches needed to identify, attract, and acquire the best talent to meet WFP ’s business needs. The incumbent is also expected to support the delivery of a professional client focused HR service, partnering with managers to implement HR solutions in line with WFP corporate priorities.

The ideal candidate has a deep passion for talent acquisition, constantly thinks about how to introduce new methods and ideas for identifying and engaging top talent; and successfully enlists support from the business for talent attraction, networking and employer branding engagement initiatives and a strong knowledge of the various aspect of talent management. The incumbent will be either working with RBC Services Team providing talent sourcing and recruitment support to Cairo Regional office and or be assigned to the Talent Acquisition Team to provide a remotely support to 15 Countries in Middle East, North Africa, Eastern Europe & Central Asia region (also to be based in Cairo).

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Shape and enhance for an effective talent acquisition strategies for the best-in-class selection and process by using new technologies and advanced sourcing techniques such as online social media, cold-calling, networks Boolean searches and referrals to identify, attract, and hire the best talent in support of WFP strategic goals. Stay up to date on new media tools and best practice to improve talent acquisition.
  2. Handle full cycle recruitment for the positions in the RBC Regional Office or Country Offices. Review and streamline the recruitment process through straight forward data analysis and putting forward some simplifications to contribute to process efficiencies and improvements. Ensure timely and establish a shorter return around time for RBC recruitments
  3. Research availability of gender diverse talent pools for select roles to advise & consult with recruiters & hiring managers to develop a strategy to engage and a Partner with managers to understand their specific functional staffing needs and implement solutions to meet these needs, following standard processes and ensuring alignment with wider WFP policies.
  4. Articulate WFP’s employee value proposition to enhance visibility and reputation in key sourcing channels by carrying out impactful and targeted employer branding activities.
  5. Build partnerships, develop and maintain strong relationships that include outreach to schools, institutions of higher learning, target diversity organizations, professional associations and other recruiting sources to ensure sourcing produces a strong talent pipeline.
  6. Contribute to preparation of a regular, accurate report (i.e. a dynamic dashboard) on the talent acquisition activities that enables informed decision-making and consistent information for stakeholders.
  7. Increase the quality of applicant flow, including both internal and external, passive and active candidates.
  8. Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements.
  9. Support and deliver onboarding activities to ensure new RB C employees have a positive experience of WFP, and are successfully integrated into their new role and the organization. Share good practices region-wide.
  10. Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries
  11. Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience.

Work Experience:

At least three years of postgraduate professional experience in Human Resources with strong expertise in recruitment/selection and talent acquisition with an interest in international humanitarian development.

Knowledge & Skills:

  • Experience in sourcing and recruiting hard-to-find profiles
  • Demonstrated success developing and deploying creative, effective candidate pipeline development methodologies and effective outreach strategies
  • Ability to leverage social media to connect with diverse community to do Employer Branding and recruitment market
  • Knowledge of the Egyptian and Middle Eastern employment Market
  • Knowledge of Talent Acquisition best practices – latest trends (Sourcing, EVP, Selection methodologies, Onboarding, Retention, etc)
  • Customer Orientation at any times and very proficient communication skills (verbal – written)
  • Experience working as part of a multicultural and diverse team
  • Ability to transfer knowledge, best practices to colleagues in a context-relevant and credible way
  • Strong analytical – reporting skills to compile, maintain, analyze and prepare strong people reports to draw some (initial) conclusions and help key stakeholders make some informed decisions
  • Curiosity to learn, challenge the status quo and positive drive
  • Experience in partnering with senior management and managers is very desirable
  • Proficiency in MS Office (Word, Excel, PowerPoint).

Languages:

Fluency in spoken and written English and Arabic.
