The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central, and southern governorates in the sectors of protection, gender-based violence (GBV), early childhood development, economic recovery, Child Protection, and emergency humanitarian assistance. Today, the IRC works in close coordination with the humanitarian and development partners in Iraq and local stakeholders to address the needs of Internally Displaced Persons (IDPs), Returnees, and Host communities. We operate in several governorates throughout Central and Southern Iraq, including Anbar, Ninewa, SAD, and Kirkuk, with additional offices in Erbil and Baghdad.

Job Overview/Summary:

Under the supervision of Anbar Area Coordinator, the HR Officer is responsible for providing support to the various human resource functions of the Country Program. This support will range from processing associated benefits, maintaining HR records, supporting the performance management system and targeted learning and development initiatives.

Major Responsibilities:

· Manage and monitor the attendance, absence, leave and tardiness records of employees, as well as biometric time-clock data.

· Manage staff time-sheets and leave tracking sheet.

· Managing Personnel Records and keep filing for Anbar staff up to date.

· Managing on boarding induction for new hires and/ or old staff.

· Tracking and update emergency and disclosure tracking sheets for all regular and service staff and keep it up to date.

· Manage end-of-service processes, including resignation documentation, clearance forms, sending request for e-mail de-activation and return of business equipment.

· With the support of CHRM managing all contract/contract extension and end of contract letters.

· Creation of email accounts.

· Process staff identity cards in cooperation with Erbil Office.

· Follow up with supervisors on probation periods for newly hired employees and manage probation tracking sheet.

· Follow up employee’s requests.

· In Coordination with Country HR Manager, managing training requirements and facilities; cooperating with the relevant key staff to book all training courses for employees, track all IRC sponsored trainings ensuring all staff fills out all relevant paperwork, Training Calendar publishing and feedback reports in compliance with IRC’s policies and procedures.

· Foster positive relationships between the organization and its employees through effective communication channels, regular feedback sessions. Ensure that employees feel heard, valued, and supported.

· Mediate and resolve small conflicts or disputes that may arise between employees or teams.

· Address employee grievances in a fair and confidential manner.

· Coordinate termination processes, ensuring that they are conducted professionally and in compliance with labor laws. Conduct exit interviews to gather feedback and highlight areas for improvement to the CHRM.

· Handle sensitive employee information with the utmost confidentiality and ensure compliance with data protection regulations.

· Serving as IRC WAY Ambassador and GEDI Champion.

· Submit monthly reports when needed.

· Any other tasks requested by supervisor.

Qualifications

Education: bachelor’s degree in human resource management, business administration or equivalent qualification and experience.

Work Experience: 2 years of relevant working experience in humanitarian agencies, INGOs and/or in the private sector.

Demonstrated Skills and Competencies:

Language Skills: fluency in Arabic and English.

- Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution. - Strong management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context. - Diplomatic and strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity. - Excellent presentation and training skills. - Proven track record in developing capacity of staff. - The ability to work under pressure and with employees from all levels. - Very strong proficiency in MS Word, Excel, and PowerPoint is required.
