Org. Setting and Reporting This position is located in the Human Resources Unit of the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent will report directly to the Chief of Unit, Human Resources.

Responsibilities Under direct supervision of the Chief of Unit, Human Resources the Human Resources Officer will be responsible for the following duties:

Workforce Planning & Post Classification

  • Provide advice to management and supervisors on the use and effectiveness of workforce planning and organizational design;
  • Work directly with individual units/sections to identify operational needs and priorities;
  • Assist in the development of an operational workforce planning strategy and recruitment plan for UNISFA.
  • Undertake a full office review of posts in UNISFA to align functions and levels with UNISFA strategic objectives;
  • Review post/functions of respective UNISFA units in consultation with relevant stakeholders to ensure that all functions meet the operational needs of UNISFA and to ascertain the correct application of classification standards;
  • Identify positions where the duties and responsibilities of the post may have changed substantially, and prepare and submit requests for classification through the approval process;
  • Prepare and submit classification requests for positions that have not previously been classified through the approval process;
  • Prepare and submit new Mission Specific Job Profiles for OHR/DMSPC review if and as applicable;
  • Provide guidance to managers and staff on the application of the classification policies and procedures.

Education High school or equivalent diploma is required. Technical or vocational certificate and/or training in human resources management, business or public administration, social sciences, education or related field experience is a requirement. The minimum years of qualifying experience can be reduced to 5 years for those who possess a first level university degree.

Work Experience A minimum of 10 years of progressively responsible experience in human resources management, administration or related area is required. The minimum years of experience is reduced to 5 years for candidates who possess a first level university degree.

Prior experience conducting a job classification exercise is highly desirable.

Prior experience in field/peacekeeping operation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice - This position is temporarily available for a period of 6 months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
