OBJECTIVES OF THE PROGRAMME

The Department of Administration and Finance is responsible for providing efficient and effective support service to all programmes and activities of the Organization in the South-East Asia Region in respect of human resources management, administration, budget and finance, procurement, conference, IT services, staff security and staff medical services.

The objective of the Human Resources Management (HRM) unit in SEARO is to recruit the best qualified personnel in a timely manner; deliver effective and efficient HR services to clients in the Regional Office and country offices; promote a culture of staff well-being and development; and guide staff and managers through the provision of expert advice on all human resource related matters.

DESCRIPTION OF DUTIES

Under the general guidance of the Regional HR Manager has overall responsibility in managing a wide spectrum of human resource functions, within the limits of delegated authority for the Regional Office. Specifically to:

Manage the operations of the HRM Administration unit (HRM-ADM), including the interpretation and implementation of human resource policies and decisions of the Regional Director with respect to staff management for the whole Region.

Ensure efficient and quality HR services to all staff in the Region.

Participate in the design, development and implementation of the recruitment and selection process for the Region, providing efficient staffing services and solutions to ensure hiring and placement of highly qualified employees to meet the organization requirements.

Provide strategic advice and counsel to senior management in addressing employee and organizational issues, including employee relations and disciplinary issues.

Monitor changes emanating from the International Civil Service Commission (ICSC) and other coordinating bodies, formulating position and recommendations on new personnel policies and practices and/or adaptations to existing ones.

Administer and implement the post classification system for professional and support staff in the Region. Advise technical unit managers in the design of jobs and unit structures.

Oversee the Performance Management Development System (e-PMDS) and ensure its effectiveness and compliance within the Region; providing training to staff as required;

In consultation with senior management, support Staff Development and Learning initiatives, and contribute to the formulation of staff development and learning programmes for staff in the Region.

In coordination with the Legal Officer, review and advise on statement of appeals, rejoinders/surrejoinders for presentation the Regional Board of Appeal, HQ Board of Appeal, as appropriate.

Represent the Organization in inter-agency coordination meetings, and act as focal point and resource person on HR-related issues.Act as the Regional HR Manager (RPO), as required.Performs other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Master's degree in human resources management, public or business administration, economics, social sciences, law or other related field. Desirable: -

Experience

Essential: At least 7 years' progressive experience in human resources management some of which should have been obtained in a managerial or supervisory position at the international level. Desirable: Experience in an international organization and familiarity with the structure of the UN Common System and WHO Staff Regulations and Rules.

Skills

Demonstrated knowledge and skills of human resource management functions, principles and their practical applications in work setting. Proven ability to plan, lead and supervise human resource functions and services. Demonstrated problem-solving and analytical abilities. Good understanding of HR computerized information systems. Tact, diplomacy and discretion. Strong client focus. Excellent communication skills, both written and oral. Ability to adapt to diverse cultural backgrounds and maintain high standard of personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2423 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
