You have:

  • Bachelor degree or equivalent required.
  • University Degree in human resource management, business management, international relations, psychology or related social science field is required.
  • A minimum of two years of professional experience in human resource management in an international organization and/or large corporation is required.
  • Excellent written and verbal communication skills in English is required.
  • Knowledge of a second UN language (i.e. Arabic, Chinese, French, Russian, and Spanish) is a distinct advantage.
  • Knowledge of a range of HR metrics and ability to skillfully work with data analytics and create graphs and charts.
  • Excellent organization skills with ability to manage projects, multitask and prioritize effectively.
  • An understanding of how UNICEF functions and some knowledge of the HR systems, policies and procedures.

Contract

This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

1. UNV – HR Officer, HR Business Partner (HRBP) Team, Division of HR

The purpose of the HRBP Team is to champion strategic partnership with all stakeholders and build coherent ecosystem to share consistent and efficient HR solutions that optimize results for children. This role will act as the liaison between the HRBP and the HR Centers of Expertise, GSSC and clients to ensure smooth communication and prompt resolution of all queries. This role will support HRBP projects, cyclical HR processes and assist all HR operations. The incumbent acts as the BP support and enables the HRBP unit to be as organized and responsive as possible to deliver best in class and timely service to the business. Under the direct supervision of the HRBP for DHR, the UNV will handle some specific tasks as follows:

Key duties and responsibilities:

  1. Through research of policies and analysis of data, support the HRBP on advising clients on HR-related needs and developing subsequent plans of action. Support the day to day operations and execution of projects.
  2. When assigned routine and non-routine casework, analyze and synthesize issues by interpreting established and formal guidelines to then recommend solutions or further actions required for the HRBP’s consideration.
  3. Support recruitment processes by coordinating outreach, launching of vacancy announcements, shortlisting and communication with candidates for evaluation. Organize orientation schedules for newcomers.
  4. Work closely with Global Shared Services Centre (GSSC) to ensure smooth onboarding and offboarding.
  5. Collect, interpret and analyze HR data to help inform decision making. Support the development and implementation of data collection systems to optimize data quality. Generate customized reports through the HR dashboards and the talent management system as needed.
  6. Provide support in other HR areas such as performance management, career development, talent management and learning & development to bring efficient and quality services to the clients. Establish smooth monitoring mechanisms for several initiatives under these different portfolios

2. UNV – Project Officer, Project Team, HRBP

The Project team within the HRBP team, creates consistency and efficiency in the design, development, implementation and monitoring of activities, initiatives and programs for the HRBP team in support of the HR Strategy. The incumbent will assume a roving role and will support the project team and HRBPs for all Divisions in conducting quality recruitment for a large and complex group of clients, by applying knowledge of systems and standard procedures. Under the supervision of the HRBP-DHR Project Team, some of the specific tasks are as follows:

Key Duties and Responsibilities:

  1. Liaise with BPs and support the recruitment processes in respective Divisions by engaging in recruitment planning and establishing relevant outreach strategies maintaining established KPIs.
  2. Coordinate launching of vacancy announcements, expression of interests (EOIs), screening of candidates and producing quality shortlists.
  3. Help HRBPs navigate the HR Dashboards in analysing the gender and diversity needs at various categories and levels.
  4. Advise on the best use of different assessment tools and methods, including but not limited to, technical tests, psychometric evaluations, etc. Administer written tests or other assessment methods.
  5. Schedule and attend interviews and draft quality selection reports; liaise with panels and support hiring managers in conducting and compiling reference checks. Organize selection package, route for approvals via the PageUp talent management tool.
  6. Support the Project team in establishing and organizing the annual workplan for the HRBP team.
  7. Support the Project team in establishing and monitoring the learning calendar for the HRBP team.

****3.UNV – HR Officer, Performance Management & Career Development (PMCD)****

The Center of Expertise for PMCD supports UNICEF in developing innovative approaches and programmes to enhance managing performance globally and ensuring the development of careers for staff at all levels. Under the direct supervision of the HR Specialist-PMCD, the UNV will contribute to this ambitious and exciting agenda in performing some of the following duties:

  1. Contract management and Budget monitoring - Provides support on consultant contract management, budget revision/preparation, implementation status, determining position of funding utilization, operational, and financial closure.
  2. Provide support pertaining to contractual procedures and activities, requesting documentation from consultants, provide administrative support where required.
  3. Support the recruitment of consultants including advertising consultancy opportunities, drafting terms of references, note for records, preparing evaluation matrix and drafting offer letters.
  4. Communicate with consultants in gathering documentation and certifications, act as a liaison between the Section, Analytics & Operations team and GSSC when required.
  5. Provide support pertaining to the Supply procedures and activities, including on RFP, RFP and LTA processes, including liaising with DHR Analytics & Operations section.
  6. Ensure timely submission of invoices via Service Gateway.
  7. Identify and monitor funding status for PMCD as well as track and follow up on funding received from regional and country offices for various contracts.
  8. Maintain Budget report, monitor expenses and take pro-active action on any impending shortfalls.
  9. Act as Local Focal Point (LFP) within PMCD team to ensure logistical, admin and ICT support is provided to team members in partnership with relevant UNICEF stakeholders.
  10. Monitors budgets and financial expenditures of section, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision/follow up.
  11. Provide administrative support to the team as and when requested.
