Org. Setting and Reporting The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions.

The Human Resources Services Division (HRSD) provides dedicated services in support of human resources requirements of client entities, from process development through service delivery. The Division establishes and manages rosters across all job families, organizes testing and examinations, provides operational support and other advisory service for clients for the full spectrum of their delegated authorities, and supports managers and business partners in the use of non-staff personnel.

The Staffing Service (SS) offers expertise in the areas of talent acquisition and innovation, testing and examinations, operational workforce planning and organizational design across UN Secretariat entities.

The Staffing Innovation and Process Improvement Section (SIPIS) is charged with putting in place a continuous improvement initiative for staffing using innovative client consultations to reduce recruitment timelines to meet or beat the 120-day timeline set by the General Assembly.

This position is located in the Staffing Innovation and Process Improvement (SIPI) Section of the Human Resources Staffing Service (HRSS), Human Resources Services Division (HRSD), Office of Support Operations (OSO), Department of Operational Support (DOS). The Human Resources Officer will report to the Section Chief, SIPI, but may also report to a Human Resources Officer at the P-4 level in the Section.

Responsibilities General: - Provide advice and support to managers and staff on human resources related matters. - Prepare special reports and participate and/or lead special human resources initiatives related to staffing innovation and process improvement - Keep abreast of good practices and developments in various areas of human resources staffing, including technology.

Recruitment and placement: - Analyze recruitment and staffing data and provide recommendations on areas in need of innovation or process improvement - Hold consultations with clients to identify innovation and process improvement priorities and potential solutions - Create design prototypes for recruitment solutions that meet client needs and draft detailed functional design documents - Serve as the HR business partner and project manager interacting with the inspira talent management development team - Analyze draft change requests to the inspira talent management platform and provide analysis on the design, prioritization, and risks associated with proposed enhancements. - Prepare regular data analysis on overall recruitment trends and the impact of recruitment innovation and process improvement tools

Administration of entitlements: - Provide advice on interpretation and application of policies, regulations and rules. Review and provide advice on exceptions to policies, regulation and rules. - Administer and provide advice on salary and related benefits, travel, and social security entitlements. - Determine and recommend benefits and entitlements for staff on the basis of contractual status. - Review policies and procedures and recommend changes as required. - Review and recommend level of remuneration for consultants.

Staff development and career support: - Identify and analyze staff development and career support needs and design programmes and training to meet identified needs, in particular for recruiters and hiring managers. - Provide advice on mobility and career development to staff - Assess training needs, identify, design and deliver training programmes to staff involved in the recruitment process

Other duties: - Prepare position papers and briefing notes related to recruitment trends and innovation and process improvement efforts.

  • TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

    Education An advanced university degree (Master’s degree or equivalent degree) in human resources management, business or public administration, social sciences, education, information technologies, or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification A certificate in Prince2, Agile, or related programme management tool(s) is desirable.

    Work Experience A minimum of five years of progressively responsible experience in human resources, management, administration, information technologies, or related area is required.

    Experience managing customizations and/or innovations for talent management platforms is required.

    Experience in data analysis and reporting is desirable.

    Experience working on change management initiatives is desirable.

    Languages English and French are the working languages of the UN Secretariat. For this advertised position, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice - This position is temporarily available for a period of 364 days effective 8 October 2022. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

  • A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

In the case of separation from service on retirement, a former staff member will be ineligible for re -employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

  • Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.

  • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
