Org. Setting and Reporting This position is located within the United Nations Military Observer Group in India and Pakistan (UNMOGIP) and is based in Islamabad, Pakistan. The Human Resources Officer reports to the Chief of Mission Support (CMS). Responsibilities Within the limits of delegated authority, the Human Resources Officer will be responsible for the following duties. Local process expertise in human resources ICT systems such as Umoja and Inspira as well as experience at supervisory level are required. Administration of entitlements and benefits: •Advises the CMS on the development, modification and implementation of United Nations policies and practices on entitlements. •Receives and reviews grievances and complaints related to entitlements and benefits, assessing and evaluating merit of each case and makes recommendation for resolution. •Represents the office in joint bodies and working groups relating to salaries and other conditions of service. •Participates in the process of knowledge/awareness building amongst managers and staff members with regard to the staff rules and regulations, and related guidelines in the administration of entitlements and their strict application by the HR Section, including consistent implementation of delegated authority. •Monitors and evaluates the effectiveness of related guidelines, HR rules, regulations practices and procedures, and recommends revisions where necessary. Recruitment and Placement: •Responsible for identifying upcoming vacancies in coordination with client offices; preparing job openings; review applications for eligibility; arranging and conducting interviews; reviewing recommendations on the selection of candidates by client offices; serving as ex-officio in interview panels; and preparing/presenting cases to review boards. •Prepare job offers for successful candidates; monitor and evaluate recruitment and placement-related activities of client offices; and recommend changes or corrections related to procedures to these offices. •Plan, organize, develop and coordinate assessments related to recruitment of professional, general service and other categories of staff, if needed. •Participates in the recruitment and selection of UNMOGIP national staff, prepares vacancy announcements for locally recruited staff in GS and NPO categories in coordination with hiring managers, reviews applications and provides a list of eligible applicants to hiring managers, advises managers on the selection process in line with the UN staff rules and regulations, reviews selection recommendations, prepares job offers. •Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, updates human resources databases, and processing of contracts. Other •Participates in the development of a set of actionable and targeted change management plans, including coaching and training in order to implement these responsibilities and reports on possible gaps and risks and recommends corrective action. •Assists with the development of a communication strategy with a dedicated intranet page on HR issues and regular formal and informal meetings. •Maintains constant dialogue with the Heads of Operations/Administration of UN Country Teams for coordination of national staff salary surveys, cost of living surveys, and other common policies on in-country entitlements for staff. •Advises and counsels staff in respect of rights, responsibilities, code of conduct, gender parity and difficulties associated with work and entitlements. •Assists in preparing policy papers, position papers and briefing notes on issues related to human resources management. •Supervises and monitors the Travel, Visa and Shipping Units which involves the administration of all travel, visa and shipping related activities for IUPs, civilian staff and their families. •In the absence of separate Mission Training Unit, Act as Training Focal point, facilitating in-house trainings, forecasting and projecting annual section-wise training budget •Frequent interactions with Military Operations Staff Officers, Host Governments, Army General HQ and Liaison Offices, Ministries of Foreign/External Affairs and Diplomatic entities in the mission. •Facilitate the administrative and logistic requirements of the bi-yearly movement of UNMOGIP HQ between India and Pakistan. •Organize and lead the bi-yearly medal parade in coordination with the Mission Support Sections. •Perform other duties as required. Education A high-school or equivalent diploma is required. Technical or Vocational Certificate and/or training in human resources management, business or public administration, social sciences, education or related field experience is a requirement. Work Experience A minimum of 10 years of progressively responsible experience in Administration and Human Resources Planning or related fields is required. The minimum years of required experience is reduced to five years for candidates who possess a first-level or advanced university degree. Experience in administration, processing of personnel entitlements and implementation of Human Resources policies, procedures and practices are required. Experience in Human Resources Management and the use of HR-ICT systems such as Umoja and Inspira at supervisory level is required. Experience in administration of Travel and Shipping is required. Experience in international or multinational public institution is desirable. Languages English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in English is required. Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. Candidates endorsed by the FCRB but not selected will be placed on the FS-6 HR Officer roster.
