PURPOSE OF THE POSITION

The purpose of the post is to provide a wide range of HR support services with a focus on recruitment, deployment, pre-boarding and on boarding formalities for staff and non-staff deployed for outbreaks and health emergencies, performance management, compensation & entitlements of emergency workforce, and be the operational arm of the WHE programme. The incumbent provides advice to staff and supervisors on related HR policies and procedures. S/he also contributes to HR overall goal of creating a credible, pro-active HR Unit that is perceived by staff and management as a value added resource where confidentiality is maintained and creative solutions are developed. The incumbent will be deployed to emergency operations when required.

OBJECTIVES OF THE PROGRAMME

The WHO's Health Emergencies Programme (The Programme) aims to build the capacity of Member States to manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Management & Administration (MGA) unit of the Health Emergencies Programme (WHE) is responsible for effective and efficient management and administrative support for the emergencies programme and for ensuring that WHO emergency operations are rapidly and sustainably financed and staffed. This consists of the provision of high-quality, administrative services (i.e. HR, Finance, work planning, grant management) to the Emergency Programme, including during emergency response, as well as effective monitoring of (and compliance with) SOPs and risk management, leading to continuous improvement and business process excellence.

SUMMARY OF ASSIGNED DUTIES

Workforce management:

  • Pro-actively establish and maintain strong working relationships with WHE Programme Area Managers to understand their respective business challenges and address their needs in the area of HR, in close collaboration with PAM MGA.
  • Provide guidance and solutions to managers on a variety of operational HR matters, in line with the global policies and direction, to meet clients’ needs and support programme implementation.
  • Propose appropriate organizational structure, contract modalities and staffing mix to best deliver emergency operations.
  • Maintain overview of staffing situation, including non-staff workforce, in the assigned client groups to ensure appropriate and timely HR administrative processes are initiated, ensuring appropriate approval levels are obtained and timely processing by HR GSC.
  • In accordance with established guidelines interpret HR policies and procedures to brief, guide and advise staff on a wide range of HR matters, taking into account established best HR practices, and the interest of the Organization.
  • Regular and accurate reporting of workforce deployments and status on the ground.

Performance Management:

  • Partner with and coach managers and staff through staff relations issues to seek mutual understanding and resolution. Diagnose and identify triggers and recommend pro-active steps to avoid recurring issues. Consult with the HR Manager and Legal Officer on highly complex or high-risk conflict cases.
  • Monitor compliance of performance management cycles within client groups; pro-actively engage managers and staff to promote a culture of continuous performance management and improvement.
  • Provide expertise, consultation and coaching to managers and staff in the area of performance management, including the development of performance improvement plans and all aspects of progressive discipline and documentation.

Recruitment & deployments:

  • Manage all fixed-term and temporary recruitment processes for the WHE programme in Copenhagen and in countries. Conduct screening, prepare recruitment and selection documentation, schedule interviews, conduct reference checks, liaise with candidates on the outcome of the selections and ensures all administrative procedures are completed for on-boarding. Liaise closely with WHO Security focal points and the United Nations Department of Safety and Security UNDSS to ensure appropriate security clearance and monitoring of deployments in field operations. Plan, monitor and provide induction and orientation briefings to newcomers.
  • Develop new, or modify existing, position descriptions and Terms of Reference in collaboration with headquarters and regional offices. Target, review, vet, and validate recruitment profiles and liaise with concerned stakeholders for required actions and rapid response recruitment.
  • Ensure that all recruitments of non-staff are compliant with the Organization’s policies and that the usage of this workforce is fitting within the overall WHE programme.
  • Liaise with the HR team in WHE/HQ: regarding any deployments through Standby Partner Agreements, GOARN, or any other sources; to contribute to building and maintaining rosters for emergency deployments and to collaborate on selections for generic positions.
  • When necessary work closely with WHO Staff Health and Wellbeing Services and or Security Operations to ensure rapid evacuation of staff and non-staff, and to provide support and follow up on staff health and welfare matters in general, ensuring that escalation and reporting procedures are adhered to.
  • Lead HR actions for Response Operations under the established procedures for the Incident Management Support Team (IMST) for graded emergencies
  • Any other duties as required.

KNOWLEDGE AND SKILLS

A very good knowledge of modern human resources principles and practices. Track record of effectively addressing sensitive and/or stressful situations and information with tact, discretion and strict adherence to confidentiality requirements.

EDUCATIONAL QUALIFICATIONS

Essential: A university degree (bachelor or higher) in Business, HR, Management or relevant field of study Desirable: An advanced univeristy (Master or higher) in any of the above. Additional training in Human Resources or HR emergency operations.

EXPERIENCE

Essential: At least five years' hands on experience with employee relations, recruitment, and entitlements in a multi-disciplinary and matrix organizational context. At least 2 years of professional experience working in the WHO/UN. Desirable: Experience in HR operations in emergency situations.

LANGUAGE SKILLS

Essential: Expert knowledge of English (read/write/speak) Desirable: Intermediate language of a WHO and/or WHO EURO lanaguage (Arabic, Chinese, French, German, Russian, Spanish)

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2,868 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
