Overview

Support FAO's human resource strategy and implement recruitment activities.

You have:

  • Advanced university degree in human resources, management, business administration, organizational development, industrial psychology, law or a related field.
  • Seven years of relevant experience in human resources management, including development and implementation of talent acquisition and outreach, recruitment and selection in the United Nations Common System.
  • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Organizational Setting

The Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the organization. Over the next years CSH will focus on developing and implementing a people centered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO. The Human Resources Division is composed of 2 main clusters, (i) the Integrated Talent Management, providing advice and managing position management, recruitment, mobility, staff development & training, performance management and social security, and (ii) the HR Strategy and Policy providing HR strategic guidance, policy and oversight.

The post is located under the (i) cluster in the Recruitment Branch (CSHR), Division of Human Resources at FAO Headquarter in Rome , Italy

Reporting Lines The Human Resources Officer reports to the Senior Human Resources Officer (CSHR) under the overall guidance of the Director, CSH

Technical Focus The Human Resources Officer will supports and implements the CFI (Investment Centre) restructuring and human resource strategy as well as recruitment and selection activities.

Key Results Comprehensive HR expertise for the planning and deliver of multi-disciplinary HR programmes, products and services and development of related policies and specialized tools and systems.

Key Functions

  • Leads projects and/or work teams, leads and/or participates on Division teams, provides secretariat services and/or professional HR expertise on Organization-wide HR committees and working groups and represents FAO at inter-agency meetings;
  • Plans and delivers HR programmes, products and services including related policies, systems and tools to facilitate the effective recruitment, management, development and retirement of the FAO workforce;
  • Analyzes HR requirements, information, data, statistics, relativities, trends, problems, and/or issues to support service delivery, new HR initiatives, and the preparation of plans, strategies, reports, policies and/or other products;
  • Provides specialist HR advice and expertise to designated business partners on specific or complex cases, staff requirements, policy interpretation issues, labor relations issues and/or best practices, etc.;
  • Manages special projects and provides guidance to consultants for the development and implementation of new HR products, tools, and systems;
  • Develops information, training materials and products to increase understanding of HR programmes, services and policies, promote capacity development and facilitate the introduction of Changes across the Organization;
  • Provides information and assistance to management and staff to resolve problems and/or reach agreement on complex issues;
  • Develops relevant performance criteria and indicators to evaluate HR programmes, products and services.

Specific Functions

  • Contributes to the overall planning and organization of recruitment and selection process in CFI in accordnance with the approved restructuring
  • Reviews and identifies staffing needs and provides advice and guidance to CFI hiring managers on outreach and sourcing of qualified candidates in accordance with the mandates on gender and geographic balance
  • Monitors recruitment and selection activities and prepares relevant analytical reports
  • Represents the Division of Human Resources in selection panels as and when required.
  • Coordinates responses to inquiries from internal and external clients on complex recruitment-related issues and contributes to overall CFI staffing reporting and data analysis
  • Keeps abreast of best practices and related technological tools in the private and public sectors and participates in the definition of revised or new business requirements for existing recruitment platforms

Minimum Requirements

  • Advanced university degree in human resources, management, business administration, organizational development, industrial psychology, law or a related field.
  • Seven years of relevant experience in human resources management, including development and implementation of talent acquisition and outreach, recruitment and selection in the United Nations Common System
  • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable.
  • Demonstrated ability to identify issues, proactively formulate advice and analysis, draw conclusions and recommendations on a wide range of policy, operational, management and administrative HR-related matters;
  • Extent and relevance of experience in human resources planning and management, including talent acquisition, recruitment and selection
  • Familiarity with automated human resources management systems (preferably ORACLE and TALEO)
  • Working knowledge of French and/or Spanish is considered a strong asset.
