You have:
- Advanced university degree in human resources, management, business administration, organizational development, industrial psychology or a related field.
- Three years of relevant experience in HR management and administration, preferably in learning and capacity development.
- Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language.
Organizational Setting The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. FAO’s Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization. Over the next years, CSH will focus on developing and implementing a people centered strategy, and on positioning HR as a strategic partner and a streamlined function. CSH is composed of two main clusters, (i) the Integrated Talent Management providing advice and managing position management, recruitment, mobility, staff development & training, performance management and social security, and (ii) the HR Strategy and Policy, providing HR strategic guidance, policy and oversight.
Reporting Lines The Human Resources Officer reports to the Senior Human Resources Officer, Learning and Performance Branch (CSHL).
Technical Focus Learning and capacity development, data analytics, employee engagement.
Key Results The provision of human resource (HR) services to management and staff.
Key Functions • Processes, coordinates arrangements, and delivers services in an HR discipline. • Researches and analyses HR policy and service delivery issues, maintains operational statistics and prepares related reports. • Develops and maintains HR systems, processes and practices. • Contributes to the development of information and training materials; coordinates and assists in the presentation of information/training sessions to management and staff. • Provides HR information and advice to management and staff. • Participates in project teams and work groups.
Specific Functions • Supports the design and delivery of specific FAO training programmes, providing guidance and advice in choosing the most appropriate learning solution and pedagogical approach. • Drafts communication plans and strategies for learning solutions including virtual collaboration tools, videos, e-learning and webinars. • Supports tender processes for vendor selection and evaluation. • Designs learning paths in collaboration with relevant business owners. • Builds course evaluations (e-learning/webinars/face to face) and approaches for impact assessment. • Monitors and updates training materials and programmes in response to organizational needs. • Participates in drafting proposals on learning-related procedures and/or system changes. • Supports the use of effective learning tools through information sessions and collaborative activities. • Supports the analysis of data related to performance management and employee engagement, including working with data and preparing reports and presentations. • Develops tools and strategies for the monitoring and completion of mandatory training including the use of dashboards. • Drafts reports, recommendations, statistics, cost analysis, trends and periodic reports to Senior Management and Committees relating to the provision of HR services including learning and performance management. • Performs other duties as required.

Minimum Requirements • Advanced university degree in human resources, management, business administration, organizational development, industrial psychology or a related field. • Three years of relevant experience in HR management and administration, preferably in learning and capacity development. • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions, is desirable. • Extent and relevance of experience in designing, developing, managing and evaluating capacity development initiatives using a variety of learning methodologies (online, face-to-face and blended learning). • Extent and relevance of experience in development and implementation of programmes related to leadership and management, and employee engagement. • Familiarity with monitoring and reporting of training activities including the use of compliance metrics and statistics and linking those to qualitative analysis. • Familiarity with automated human resources and learning and performance management systems. • Demonstrated strong writing, analytical, facilitation, presentation and project management skills. • Demonstrated strong customer-focused skills and experience.
