OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

1-Ensure full compliance of HR activities with WHO rules and regulations, policies, procedures and strategies; effective implementation of the internal control and functioning of the HR management system.

2-Advise Head of WHO Country Office (HWCO) and staff on all aspects on HR policies an procedures including proper use of contractual modalities.

3-Provide substantive input to HR planning and forecasting of the staffing needs of the Country Office (CO) and facilitate and monitor the recruitment of non-staff (Agreement for Performance of Work (APW), Special Service Agreement (SSA), Consultants, etc.

4-Lead WHO CO selection processes including drafting position descriptions, establishment of positions in Global Management System (GSM), issuance of vacancy announcements, screening of candidates, interview panels and related activities.

5-Develop and manage rosters for local positions.

6-Provide orientation programmes and briefing to new comers.

7-Work closely with HRT/EMRO to ensure the timeliness of emergency and non-emergency contracts.

8-Monitors contract's expiry dates for staff and non-staff, initiates and follows up on requests for extensions.

9-Brief supervisors and staff on understanding and using the performance appraisal system and provide performance management advice while flaging any issues to the Regional Office.

10-Report to the Regional Office on Danger pay, Location verification, Dependency verification and other HR issues as required.

11-Provide information and analysis of CO's training and learning needs, facilitate local training and participation of CO staff in the Regional training activities.

12-Act as a liaison between the Regional Office and the WHO CO on all HR related matters.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in human resources management, business or public administration, Law, social science, or related field. Desirable: Advanced level university degree or training in one of the above-mentioned areas or certification in the area of Human Resources management.

Experience

Essential: At least two years of experience in human resources management services and administration or positions involving HR management in the field and/or emergency response situations. Desirable: Demonstrated experience in the operational application of human resources management policies and practices, selection and recruitment, and the administration of benefits and entitlements. HR experience in the UN systemand/or a multinational environment. Demonstrated exposure at theinternational level. Proven experience in any of thefollowing specialized areas of classification, contract administration,compensation, or performance management.

Use of Language Skills

Essential: Expert knowledge of English. Expert knowledge of Arabic. Desirable: Intermediate knowledge of French.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 25,511 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
