The United Nations Security Council in Resolution 2245 adopted on 09 November 2015 es-tablished the United Nations Support Office in Somalia (UNSOS). This replaced the United Nations Support Office for AMISOM (UNSOA), established in 2009. https://unsos.unmissions.org/unsos-mandate. United Nations Security Council Resolution 2245 decided that UNSOS will be responsible for support to AMISOM, UNSOM, the Somali National Army (SNA) and the Somali Police Force (SPF) on joint operations with AMISOM.

Under the direct supervision of the Human Resources Officer, the UN Volunteer will undertake the following tasks:

General tasks • Support managers and staff on human resources policy and operational issues, as per the section’s portfolio distribution.
• Prepares special reports, participates in and/or leads special human resources projects as assigned. • Supports the review, interpretation, and application of human resources policies, regulations and rules. • Assists in preparing policy papers, position papers, and briefing notes on issues related to portfolios, as assigned. • Supports Human Resources Section activities in recruitment, client support, post management, and maintenance of the Mission staffing table, when required. • Keeps abreast of developments in various areas of human resources which include (but are not limited to) Gender parity and staff career development opportunities.

Specific tasks • Provide support on documentation and drafting of HR correspondence • Support HRS’ career planning and development initiatives including the design and implementation of learning and outreach programs, in partnership with IMTC and the Somalia HRWG. • Support data generation and analysis, in respect of recruitment and other priorities as established in management compacts. • Support establishment of a repository of HR policies, procedure and service-related FAQs, based on the content and type of questions, issues, and advice sought by staff members in collaboration with CSU • Support HRS digital awareness campaigns and outreach clinics, in collaboration with CSU, Staff counseling and SSU
• Support monitoring and reporting on HRS’ input into UNSOS and UNSOM’s Gender parity and mainstreaming activities. • Support coordination, documentation, and follow up on BOA’s recommendations for the HR section • Support to HRS’ organization management and development initiatives, as assigned. • Other tasks as assigned by supervisor.

Must be able to act in the best interest of the UN without consideration of personal gain as well as to take prompt action when faced with unethical behavior. • Judgment & Decision Making: Discretion, confidentiality, and sound judgment in dealing with sensitive issues. The ability to take initiative and work independently as well as ethical practice is essential. • Planning and Organization: Demonstrated logistical, planning, and organizational skills; ability to handle multiple concurrent projects/activities and to implement activities. • Communication & interpersonal skills: Highly developed communication skills as well as excellent interpersonal skills. • Teamwork: The ability to establish and maintain effective working relationships with sensitivity and respect for diversity in a multi-cultural, multi-ethnic, rapidly changing, and demanding working environment is required. • Technological Awareness: Fully proficient computer skills and experience in a variety of Microsoft packages such as Word, PowerPoint, Excel, database management, and website development software packages such as Dream Weaver are required. • Cross-cultural common expertise: awareness and appreciation to cultural differences, awareness of their own capacity and limitations; sensitivity and respect for diversity

Experience in providing HR advice to managers and staff is desirable. Experience in HR Management in the UN Common System or other comparable international organizations is desirable.

General: The Republic of Kenya is an equatorial nation on the coast of East Africa, neighboring Somalia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; National Government and 47 sub-national Governments called Counties. Counties are further divided into sub-counties. Ken-ya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 40 million is growing at an annual rate of 2.2%. The country’s GNP per capita estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO). Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services, and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport, and the smaller Wilson Airport. Air transport is also available to many up-country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN-HABITAT and UNEP. The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is modest. The topographic and climatic features of the assignment location are a highland cool and warm tropical climate.
