UNICEF’s Global Shared Services Centre (GSSC) provides services to UNICEF offices around the world in the areas of Finance, Master Data Management, Human Resources Administration, Payroll, and IT Customer Care.

To improve global efficiencies in recruitment administration, UNICEF Global Shared Services Centre is setting up a new Recruitment Administration Services unit within the HR Administration section in the near future and is seeking a Human Resources Manager to transition and lead this stream within the HR Administration Section. The HR Administration Section delivers high quality, responsive, timely and equitable human resources services for UNICEF offices which include onboarding, staff entitlements, benefits, separation, and other administration support.

How can you make a difference?

Under the leadership of GSSC Director and, technical and direct supervision of the Chief, HR Administration, the Human Resources Manager is responsible for the following:

(1) successful transition and establishment of the Recruitment Administration Services (RAS) stream, including development of the design and implementation of all recruitment administration related activities, simplifications/automations through the full project lifecycle

(2) Upon transition, will be responsible to manage the newly established RAS to ensure service delivery within agreed SLAs, people management, service delivery and client support.

This will involve:

Transition Management – Establishment of Recruitment Administrative Services (RAS) at the GSSC:

  • In partnership with Division of Human Resources (DHR), be responsible for the overall management of the transition of the Recruitment administrative tasks from HQ to the GSSC within agreed project timelines.
  • Liaise with the Head Quarter Divisions, Information and Technology teams, Regional and Country offices to support and contribute to corporate HR strategy formulation, pilot roll out and global implementation. Provide feedback and make recommendations on the establishment and improvement of HR systems, simplified & improved recruitment processes, policies and processes.
  • Partner with HR Business Partners at Headquarters, Recruitment CoEs, Business Innovation Section and all relevant teams to establish systems & tools that are cutting edge to enable seamless delivery of services.
  • Develop and manage project workforce with structured project plans, scorecards and risk registers to engage with stakeholders and report to sponsors on progress.
  • Review and analysis of current processes and coordinate with HR at Head Quarters and Regional / Country offices to simplify and standardize processes.
  • Manage assurance of quality and efficiency through proper testing of new tools and systems.
  • Coordinate development of Process Instructions/SOPs/Step-by-Step Guides and Knowledge Articles for newly established/simplified/automated processes.
  • Manage development of Service Level Agreements and dashboards for effective reporting and data analysis.

Technical leadership, operational support and guidance (Manage RAS after set-up):

  • Ensure timely, transparent, and systematic administration of newly established recruitment processes in line with staff rules & UNICEF procedures.
  • Contribute to the improvement of HR services and ensure client satisfaction.
  • Keep abreast, research, benchmark, and implement best and cutting edge practices in HR management and contribute to the development of global policies, procedures and introduce innovation through sharing of best practices and knowledge learned.
  • Map, monitor, report and mitigate risks in the process.
  • Manage exceptions through establishment of systems, mechanisms, and knowledge database library.
  • Review processes for continuous improvement and sustained high levels of services.
  • Actively monitor and manage real-time targets and ensure and maintain expected standards to improve overall organizational performance, specifically recruitment related services.
  • Ensure accountability, customer service orientation and systematic performance management of the unit.

Leadership and management of staff:

  • Lead and develop staff through coaching and mentoring.
  • Ensure team leadership and cross-functional collaboration.
  • Support and advise staff and management as appropriate to improve relations, achieve consensus and resolve issues.
  • Provide administrative and technical support to staff-management bodies in the capacity of HR focal point.
  • Promote management excellence and work life balance in the office.
  • Build active cooperation, networks and partnerships with other agencies.
  • Maintain effective and steady communication and working relations with UN agencies to seek harmonization as well as new ways to enhance effectiveness of HR management and development in UNICEF.
  • Support identification of common strategies and approaches for enhancement of the HR reform within the common system.
  • Identify and explore best practices and innovation.
  • Research and identify best practices in HR and suggest innovation to improve processes and effectiveness.
  • Participate in inter-agency and industry coordination, conferences and other forums to ensure knowledge sharing and to keep abreast of developments and best practices in HR and in shared services.

To qualify as an advocate for every child you will need to have…

Education:

  • An advanced university degree in Human Resources Management, Business Management, International Relations, Psychology or another related field is required.

Experience:

  • A minimum of eight years of relevant professional experience, at the national and international levels, in human resources management or human resources administration is required.
  • Experience in managing transition and set up of new division/business unit is desired.
  • Experience in supervising, leading and managing a large team is required.
  • Ability to help design and implement innovative HR programs within a fast paced, evolving, and wide organizational setting.
  • Analytical skills, project management, stakeholder management and change management experience, preferably in a multi-country situation.
  • Excellent knowledge of organizational and HR information technology systems and tools with adequate experience in recruitment administration is required.
  • Experience of shared services/business support center is an asset.

Language requirements:

  • Fluency in English both written and spoken is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
