Global Payroll function within GSSC is responsible for administration of Salaries and benefits including Pension, covering more than 15000 UNICEF staff worldwide.

How can you make a difference?

Under the leadership and guidance of the Chief of Payroll, the HR Manager-Payroll will manage the complex execution and implementation of the payroll operations to ensure timely and accurate processing of payroll and related entitlements for UNICEF staff worldwide. The incumbent will supervise the work of HR officers whilst ensuring accuracy of the payroll records and payroll data maintained in the Payroll module. The HR Manager, Payroll will also contribute towards creating and promoting best practices and innovative approaches to simplify and standardize the payroll processing and administration with continuous improvement mindset.

This will involve:

Leading payroll processing for UNICEF staff globally

  • Deliver efficient and reliable service delivery towards end to end Payroll services and Pension administration.
  • Timely and accurate processing and disbursement of payroll including timely posting of GL entries with proper validations and controls performed.
  • Build and maintain effective relationships with various organization level stakeholders – HR, Finance, Country offices and Divisions.
  • Coordinate with various internal and external partners within UNICEF to ensure timely resolution of payroll and related issues.
  • Maintains quality service by enforcing quality and customer service standards, analyzing, and resolving quality issues and recommending system improvements.
  • Mitigate the operational risk in a proactive manner by deploying effective controls in the process, and by conducting process health checks periodically and implementing any recommendations as applicable.
  • Ability to manage and lead process improvements, simplifications, and associated change management process with a continuous improvement mindset aiming towards providing superior end user experience.
  • Accountable to ensure that the Service Level Agreements are met in accordance with the payroll service delivery and related objectives.
  • Identify and report all risk and compliance issues, breaches, and suspicious activities in accordance with the incident reporting and management processes.
  • Support the Chief of Payroll in contributing to the development of policies and procedures to ensure optimum efficiency and effectiveness in payroll administration of staff.
  • Promote critical thinking and innovative approaches and good practices for policies and processes pertaining to Payroll.
  • Keep abreast on changes in the UN/UNICEF rules, regulations and policies governing staff entitlements, research, benchmark and implement best and cutting-edge practices in the payroll administration, whilst disseminating best practices and knowledge learned.
  • Strong people management skills with demonstrated ability to lead and nurture to develop the team members.
  • Accomplishes staff results by communicating job expectations, planning, monitoring, appraising job results with strong performance management skills.
  • Consciously create a workplace culture that emphasizes the identified mission, vision, guiding principles, and values of the organization.

Requirements

  • Advanced university degree (Master’s Degree) in business administration, human resources, Accounting/Finance or directly related field.
  • At least 8-10 years of professional and managerial relevant experience, including international service context experience, in managing complex Global payroll service delivery and/or HR operations
  • At least 8-10 years of managerial and supervisory skills and proven experience in leading high- performing multi-cultural teams.
  • Detail oriented and deadline driven; ability to work in a fast-paced, structured and team-based environment, as well as independently
  • Ability to multitask, ensure accuracy and execute against pre-determined deadlines
  • Proficient in MS Office and capacity to learn new technology/systems
  • Team oriented with strong verbal, written and interpersonal communication skills
  • Demonstrable experience in delivering strong customer service and solutions
  • Fluency in English both verbal and written

Desirable

  • Previous Work experience of working with BPOs/ Global Shared Services units / HR outsourcing organizations is a strong plus.
  • Practical experience and knowledge of working with SAP HR systems or similar
  • Previous working with Service Now or any similar CRM tools
  • Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish)
