How can you make a difference?

As part of the GSSCs strategic initiative to strengthen UNICEF capacity, it has established a Global Learning Centre (GLC) within the GSSC. The vision of the GLC is to become a sustainable state of the art Learning Centre and a key contributor to UNICEF‘s Strategic Plan. The GLC will be an enabler of change in the organization through continuous learning. Under the leadership of Chief of Human Resources, Human Resources Manager (Learning & Development) is accountable for the establishment and implementation of initiatives and programmes for staff within the GSSC and UNICEF through the Global Learning Centre and ensure the GLC provides the most relevant and value added learning offerings needed by the organization, and contribute to building, maintaining and strengthening relationship with academic and research institutions.

This will involve:

  • Collaborate with the Chief of HR, UNICEF Divisions and business owners to design, develop and implement learning strategies and initiatives for UNICEF staff to develop the necessary skills and knowledge, whilst ensuring effective delivery.
  • Work with relevant UNICEF partners to influence UNICEF global learning strategy and position Global Learning Centre to support the overall learning agenda.
  • Build and strengthen strategic partnerships through networking and advocacy with academic institutions, UN agencies, external experts and private sector organizations to design and implement state-of-the-art learning and development programmes.
  • Ensure sustainability and effectiveness in the delivery of identified learning programmes, through selection of tools and partners, and the formalization of processes.
  • Ensure regular learning needs assessments and/or skills gap analysis and propose an integrated and comprehensive set of solutions to address the needs of staff. Ensure monitoring and evaluation of learning offerings, adjusting as may be needed.
  • Actively encourage the development of a learning culture and the creation of environments that enable learning.
  • Design and implement innovative learning paths within a fast-paced change environment using complementary solutions not limited to face-to-face traditional training, workshops, case studies, blended and modular learning solutions, e-learning, webinars, etc.
  • Ensure roll out of the Global Induction Training for country offices across the world, as well as additional global learning initiatives aiming to reach all staff.
  • Manage a team of professionals in the creation and delivery of training curriculum, ensuring development of high-quality training materials, videos and promoting systematic uptake of training opportunities keeping in mind the diversity of learners and groups of learners. Adapt learning material into different versions for different target groups.
  • Supervise the management of Agora, UNICEF global learning platform. Ensure full use of Agora functionality for GLC learning offerings.
  • Recommend efficient and cost-effective learning products which strengthen staff capacity to contribute effectively to business goals.
  • Keep abreast, research, benchmark and implement best cutting-edge practices in the learning and development of staff. Promote critical thinking and innovative approaches for HR policies pertaining to learning and development.

To qualify as an advocate for every child you will have…

Requirements:

  • An Advanced University Degree in learning and development, human resource management, business management, international relations, psychology or another related field.
  • Additional professional certification/training courses in learning design/instructional design, including e-learning design and development or related field.
  • Eight (8) years of professional experience in scoping, design, management, and implementation of learning programmes in a global/international organization is required.
  • At least 5-6 years of managerial and supervisory skills and proven experience in leading high- performing multi-cultural teams.
  • Strong facilitation skills and track records in learning needs assessment and in the design and implementation of learning and development strategies, including learning evaluation/impact assessment.
  • Good understanding of how adults acquire and use knowledge, including individual and cultural differences in learning; and the ability to develop effective training/learning curricula for adult learners, especially for organizational development and behavior change.
  • Knowledge of group and organizational psychology.
  • Strong communication and presentation skills (written and verbal) across multiple audiences with ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Fluency in both spoken and written English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
