ABOUT THE JOB

  • Lead and manage the Human Resources team at coordination level
  • Proactively pursue continuous improvement of HR related workflows and work processes to achieve quality and efficiency of program delivery.
  • Provide technical support, advice, and build capacity within the Human Resources team
  • Advise and assist Senior Management Team (SMT) and managers on Human Resources related issues and concerns
  • Ensure continuous consistency and alignment between DRC’s global HR policies and procedures and the country HR/Admin SOP’s

Responsibilities:

People planning

  • Ensure oversight and consistency in position titles and grades, across all field locations according to the position structure of DRC (PETT policy)
  • Work with the HOSS and the rest of the Senior Management Team on new staff retention strategies and initiatives
  • Take an active part in annual planning and budgeting process.
  • Review the HR associated costs in project proposals before submission to donors.
  • Collaborate with countries Senior Management Teams and Area Managers in the analysis of their organizational structure to insure consistency, coherency and efficiency.
  • Take the lead in the elaboration of annual HR strategies in line with country strategy.
  • In consultation with the Regional HR Advisor, the HOSS and the CD, manage and resolve complex employee relations issues (if needed).
  • Ensure oversight of relevant leave management and planning in coordination with managers within the organization
  • Monitor contract end dates and proactively liaise with managers regarding extension or end of contract

Recruitment and Selection

  • Support management with recruitment for selected business-critical positions (according to regional recruitment framework).

  • Ensure that the recruitment processes in Afghanistan are compliant with DRC global recruitment policy and Afghanistan Recruitment SOP

  • Provide technical support to the HR recruitment focal points and Hiring Managers at both coordination and field levels.

Performance and Development

  • Ensure adequate induction, onboarding and exit processes are provided for all staff at country level, based on relevant DRC policies and guidelines, as well as country’s SOP.
  • Oversee the compilation of the trainings needs into an annual training plan
  • Provide guidance and build capacity for the staff to use the DRC Learning Catalogue.
  • Provide guidance and support to the Managers on the performance appraisal tools (via DRC Dynamics) and how to conduct the performance appraisal reviews.
  • Ensure that every staff in the organization receives at least one performance appraisal each year.

Well-being and compensations & benefits

  • The HR Manager is the person accountable for supervising the process of payroll and income tax calculation.
  • Conduct continuous review and analysis to make sure the benefits and allowances provided by the organization are fair and contribute to the wellbeing of our employees
  • Define and review salary structure in partnership with the Senior Management team and the HR Regional Advisor and coordinate the implementation of the necessary adjustments.
  • Proactively respond to and manage performance issues, employee grievances and disciplinary actions as required, with a focus on building manager capacity and ensuring that documentation is kept.
  • Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements

Human Resources Compliance

  • Ensure compliance to DRC’s minimum HR requirements and systems
  • Make sure that the Staff Manual complies with local labor law and is updated as necessary.
  • Enforce that HR and Admin policies are effective, fair, transparent, and guarantee equal opportunities.
  • Accountable to deliver a robust filling system

DRC dynamics:

  • Follow up the correct implementation of DRC Dynamics and the quality of the data entered in the system.
  • Contribute to building capacity and knowledge at all level of the organization on DRC Dynamics (according to the Country training plan)

As Manager the post-holder is responsible for the following:

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
  • Responsible for people management of both the HR and Admin staff at coordination level. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Any other duties relating to the nature of the job as requested by the Manager.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • At least 5 years' experience in relevant field, of which at least 2 years in a senior Human Resources management role within an NGO
  • At least 3 years' experience with people management
  • Proven leadership skills and a competence in people management
  • Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes
  • Extensive knowledge on local labor law
  • Excellent skills in handling and advising on complex people management issues
  • Experience in developing Human Resources strategies and policies, and driving implementation
  • Experience using a ERP system

  • Female in DRC who travel for official trips will be allowed to travel with a Moharam and the travel/accommodation cost will be incurred by DRC.
  • Female mothers who work for DRC are eligible for Day Care cost for their children up to the age of 6.

Education/qualifications:

  • Mandatory: Bachelor’s Degree in a relevant field (such as HR, Social Sciences, or business Administration).
  • Desirable Master's degree in Human Resource Management.

Languages:

  • Fluency in written and Spoken in English and the local languages is required.
