Organizational Setting

FAO Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2023, FAO will contribute to the humanitarian components of the UN Strategic Framework 2023-2025 through four priority actions: (i) Safeguarding Wheat Seed Security, (ii) Enhancing Local Production of Nutritious Food, (iii) Livestock Protection and Dairy Sector Support, and (iv) Restoring Irrigation Structures to Boost Cash Incomes. FAO will also contribute towards resilience building activities and longer-term transformational processes as part of the implementation of the UN Strategic Framework 2023-2025.

Reporting Lines

Under the overall supervision of the FAO Representative and the direct supervision of the International Human Resources Specialist (Advisor).

Technical Focus

The incumbent is responsible for supporting the Human Resources in information management.

Tasks and responsibilities

• Deliver onboarding activities which ensure new employees have a positive experience and are successfully integrated into their new role and the organization. • Coordinate Office management on staffing needs, recruitment, and talent management, provide support on recruitment cases, and FAO HR policies and procedures. • Manage and maintains HR systems, processes, and practices. • Develop and maintain the complete HR database of Afghanistan country office, ensuring the accuracy and consistency. • Design and develop BI dashboards for the HR department. • Ensure e-filing processes are established for the HR team and monitor and ascertain adherence to the process. • Monitor the PEMs/QAR’s cycle and help prepare database on the required capability building and training opportunities for staff and working with managers to understand training solutions which will equip people with the skills and knowledge required to meet current and future challenges. • Research and learn existing and new human resource policies, communicate, and apply them clearly, identify and address service delivery issues, maintain operational statistics, and prepare related reports. • Contribute to learning and development initiatives and develop training materials as applicable for staff. • Make sure that the team used updated version of corporate templates. • Support the daily work of the International Human Resources Specialist/Advisor and provide guidance to the human resource team in absence of the Human Resources Officer and International HR Advisor. • Ensure quality checks and adherence to the policy by the HR team members. • Perform other duties, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advance university degree (Master) or University degree (Bachelor) in Human Resources, Management, Business Administration, Organizational Development, Industrial Psychology, Law, Computer Science/Programming or a related field. • For advance university degree (Master) at least three (03) years of relevant experience in human resources information management and development of dashboards, including demonstrated experience in management and in staff servicing. • For university degree (Bachelor) at least five (05) years of relevant experience in human resources information management and development of dashboards, including demonstrated experience in management and in staff servicing. • Working knowledge (level C) of English and the local languages (Pashto and/or Dari). • National of Afghanistan.

Technical/Functional Skills

• Extent and relevance of experience in human resources, information management, administration, and staff servicing. • Excellent spoken and written English skills. • Familiarity with Microsoft, Office 365 applications, Business Intelligence and MS access and any other coding language is desirable (eg: Java script, .NET, C sharp or C ). • Supervisory experience is desirable. • Familiarity with UN, preferably FAO Human Resources rules, regulations and administrative processes is desirable.
