THE ROSTER WILL HAVE A VALIDITY OF TWO YEARS****.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

To support in this mission, WFP is seeking individuals to join the Career Management Branch (HRMTC), of the Human Resources Division. The work of this branch strongly influences WFP’s approach to people management, and in turn, plays a key role WFP’s overall effectiveness. The individuals will be joining a dynamic team which works on a variety of initiatives including learning and development, career management and development, performance management, WFP’s internal promotion system and employee engagement.

The individuals who would eventually be engaged through this roster would provide expertise, skills and/or knowledge for the performance of a specific task or piece of work, relevant to the technical requirements of a VA. The assignment would be short-term and be full-time or part-time. The possibility of extension is subject to satisfactory performance and dependent on the availability of resources and the needs of the organization. Remote assignments may require travel and missions to HQ in Rome.

Suitable qualified and experienced consultants in one or more of the following areas may be needed:

  • Performance Management Specialist
  • Learning and Development Specialist
  • Learning Technology Specialist

  • Learning Experience Designer/Instructional Designer

  • Promotion and Career Development Specialist
  • Employee Engagement Specialist
  • Human Capital Management (HCM) Specialist

Selected individuals will work under the overall guidance of Heads of the specific workstream and will work in close collaboration with other HR Branches, WFP functions and Country Offices.

ACCOUNTABILITIES / RESPONSIBILITIES:

Performance Management Specialist

  • Manage a range of performance management initiatives to improve the engagement, efficiency and effectiveness of WFP’s workforce
  • Contribute to the strategic direction and manage the implementation and maintenance of systems that support performance-related processes
  • Act as a performance management subject matter expert with a view to provide advice and recommendations
  • Design progressive initiatives around capacity building of global workforce, incl. design, planning and facilitation of thematic training/workshops related to performance management

  • Contribute to performance management related communication strategies, campaigns, and tools/support materials

  • Generate reports and analytics, review and analyse performance data, identify insights and trends, with a view to proposing solutions/recommendations
  • Establish and maintain proper document management and document sharing framework, for effective and transparent collaboration with interested parties.
  • Stay relevant and up-to-date with market practices and external networks, revising current practices and influencing future development and training

Learning and Development Specialist

  • Design a competency framework aligned to strategic workforce planning outcomes indicative of required future skills
  • Provide end-to-end guidance and support to WFP learning focal points on the development of learning solutions (e.g. needs analyses, formulation of learning objectives and KPIs, identification and development of appropriate design and delivery mechanism to meet needs of target audience, guidance in development of programs, evaluation of learning outcomes and business impact, etc.)
  • Contribute to the development of toolkits, templates, and guidance to standardize and harmonize the design and delivery of learning and development initiatives at corporate level

  • Promote the appropriate use of new learning technologies to improve the quality and effectiveness of any training initiatives (interactive webinars, mobile learning, virtual reality, simulations, gamification, interactive videos, etc.) and to improve the learners’ experience

  • Collect and coordinate inputs on learning and development initiatives across different functional areas/regional and country offices; identify synergies and promote collaboration between different stakeholders on ongoing projects
  • Develop in-depth knowledge of WFP’s global learning platform and functionality. Utilize this knowledge to leverage the technology to best effect in developing blended learning solutions
  • Assist Functional/Regional partners and stakeholders in procuring the services of external learning design and development vendors with existing Long-Term Agreements with WFP to do the detailed design and build of learning programs, performance support tools and other learning solutions
  • Conduct needs assessments (functional, cross-functional, leadership, etc.) to map currently available skills and identify potential future skills gaps that would require learning and development interventions at different scale and level (using 70:20:10 approach)

  • Develop structured learning and development plans in collaboration with internal stakeholders with clear objectives, prioritization, timeframe and breakdown of the activities required/recommended by job profile

  • Run an inventory of the currently available learning initiatives and identify potential areas/subjects where additional content might be required

Learning Technology Specialist (Senior)

  • Facilitate the technical maintenance of the WFP learning ecosystems, including integrations with other WFP Information systems (ERP, Intranet, Reporting tools etc.)
  • Manage data interfaces, authentication providers, security certificates and any other technical elements and systems that run on WFPs technology infrastructure and supports the learning platform
  • Ensure operational day to day management of the learning platform including but not limited to publication of new internally and externally developed resources, support for channels and blended programs, reporting, and user administration
  • Provide oversight of the helpdesk for all learning platform queries, including training and day to day supervision over the helpdesk team and act as single point of contact for escalating and resolving issues

  • Establish and manage standard operating procedures (SOPs) for the publication of new learning content for publication on the learning platform

  • Support the integration of off-the-shelf online learning resources, handling any activities related to integration, single sign-on, publishing and testing on the learning platform
  • Advise and guide Functional and regional SMEs on how best to leverage the functionality of the learning portal in the deployment of their learning solutions targeted to internal and external users.

Learning Technology Specialist (Junior)

  • Support the integration of new e-learning content into WFP Learning platform (WeLearn) by coordinating the technical testing of new learning resources and their publication into WFP catalogue
  • Support, train and advise learning administrators in the best use of WFP Learning Platform
  • Respond to requests and queries related to WeLearn and its content
  • Troubleshoot at first level any issues with learner access, content availability and integration with external platforms escalating more complex issues to the senior specialist
  • Build learning packages and learning portals within WeLearn to curate learning content for specific competencies and skills

  • Coordinate the update of information delivered via WFP Learning Portal (news, navigation channels updates, etc.)

Learning Experience Designer/Instructional Designer/Facilitator

  • Design blended (online and face-to-face and fully online blended) learning experiences to incorporate a range of different learning experiences, including: videos, animations, e-learning modules, sketchnotes/one pager takeaways, checklists, interactive PDFs, virtual classroom sessions, face- to- face facilitated sessions, on the job application exercises, peer-based learning.

  • Build learning experience assets in a range of formats – experience in online authoring tools is an advantage

  • Build learning pathways by structuring learning experiences utilizing the functionality of WFP’s Learning management system
  • Source, curate and adapt content on a range of cross-functional skills such as critical thinking, problem solving, teamwork and collaboration, partnering, etc and customize for WFP context and learner profiles
  • Create facilitator and train-the-trainer toolkits for learning experiences designed
  • Provide facilitation of virtual and/or face-to-face sessions

Employee Engagement Specialist

  • Design initiatives that measure and sustain levels of employee engagement, which would include coordinating and partnering with external vendor(s)
  • Provide advice and guidance to teams based on best practices in the area of employee engagement and using available data from global surveys, pulse surveys, and other available information

  • Analyse data to provide inputs to HR and other corporate initiatives aimed at building levels of employee engagement

  • Develop innovative and practical tools, resources, and approaches that managers and staff can use to improve levels of engagement within their teams
  • Coordinate a global network of engagement focal points in WFP Country Offices
  • Establish and maintain external networks to share best practices, innovative approaches, and benchmarking opportunities related to employee engagement

Promotion and Career Development Specialist

  • Contribute to outreach strategies and stakeholder engagement relating to promotion
  • Design and develop effective innovative communication materials to ensure a high level of engagement for all initiatives relating to promotion and career development
  • Data analysis and refinement to ensure accurate and timely reporting including projections and trends related to promotion
  • Contribute to the preparation of the promotion reviews and learning and development initiatives linked with promotion
  • Maintain a high level of confidentiality in all documentation and data

  • Collaborate with the wider HRMTC team to identify and design assessment tools and development programmes linked to promotion

  • Stay relevant and up-to-date with market practices and external networks to reinforce capabilities, credibility and share new information with colleagues

Human Capital Management (HCM) Specialist

  • Relevant to the workstreams under HRMTC’s purview (eg. performance management, learning and development, etc.), contribute to the implementation of a new digital HCM platform
  • Participate in all the phases of the implementation, coordinating the information gathering, SME input, schedules and stakeholder mapping and communication

  • Participate in the different testing phases, and coordinate reviews from different stakeholders. Address potential system limitations and challenges and propose creative solutions

  • Work closely with the implementation team and the implementing partners, for smooth operations during the implementation and transition phases
  • Contribute to internal communication and design and delivery of global training initiatives, and contribute to building a knowledge transfer guide

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education

Specific educational requirements may vary slightly by the specific needs of a given role. Broadly speaking, roles will require an advanced university degree in Human Resources, Organizational Design and Development, Social Sciences, Learning and Development, Business Administration, Computer Science, Information Systems, or related field.

Experience:

  • At least 3 years of work experience (Junior roles) and at least 5 years work experience (Senior roles) in one or more of the selected profiles and/or as HR specialist with a wide range of responsibilities including talent management, performance management, staff engagement, succession planning, HCM/HR data management, learning, learning technology and/or other related areas
  • Demonstrated experience in working for an international company/organization, working in multi-cultural teams
  • Demonstrated understanding of the complexities of an HR function that manages employees in humanitarian organizations and/or international companies.
  • Demonstrated experience in working in strong partnership with all HR areas and with external vendors
  • Work experience in the UN System is desirable

Knowledge and Skills:

  • Strong project management skills with the ability to manage multiple projects at the same time and accomplish tasks with follow-through to completion
  • Knowledgeable and up to date on latest trends in the relevant field
  • Excellent communication (verbal and written) skills

  • Excellent interpersonal skills to collaborate and influence across different levels and diverse teams in the organization

  • Excellent analytical and conceptual skills, as well as gender sensitive and cross-cultural competency
  • Proven ability to understand the needs of an organization and identify creative solutions

  • Specific to Learning Technology:

  • Experience with configuring testing, implementing SaaS learning platform solutions

  • Extensive experience with learning technology tools (LMS, learning authoring tools, etc.)
  • Familiarity with CRMs (Customer relationship management)

  • Experience managing/delivering user support

  • Working-level understanding of testing cycles, including following up with testers, and content owners

Languages:

Excellent knowledge of English. Good working knowledge of a second UN language preferably French, Spanish or Arabic is desirable.
