Result of Service Output 1: AP Office Induction manual capturing aspects of on-boarding and entry developed in line with HR guidelines and requisite power point presentations on the manual prepared. Deliverables: - Draft Induction manual for Asia Pacific Office - Power point of the Induction manual

Output 2: Standard Operating Procedures for recruitment of various categories of personnel developed and presentation of the SOPs undertaken. Deliverables: - Draft SOPs submitted and revision of drafts incorporating UNEP’s feedback - Final approved SOPs submitted

Output 3: AP Office organograms and organogrammes for projects/programmes updated. Deliverables: - Draft outline of the AP Office organograms - Drafts of programme/projects organograms - Updated versions of the organograms reviewed - Final organograms presented and approved

Output 4: HR satisfaction Survey developed, tested and survey report produced. Deliverables: - Draft outline/script of the survey submitted - Survey inputs incorporated and survey questionnaire finalized - Survey administered - Draft Survey report prepared and finding discussed with a focus group - Final HR report presentation

Output 5: SWOT Analysis on HR undertaken with management and review of the weWork platform. Deliverables: - SWOT Analysis undertaken and report produced - Recommendations incorporated into the HR Workplan for 2022-2023 - Recommendations from survey and from the SWOT analysis prepared with proposed implementation timeliness - Final HR report presentation - HR analytical report from the weWork ticketing system

Output 6: Performance gaps identified and training needs documented. Deliverables: - Discussion on performance gaps held with managers - Training needs identified and report produced including weWork portal - Draft report on recommendation of training submitted - Final recommendations report submitted - Presentation of the training outlines and finalization of the report

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance. UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.

The Human Resources Office under the Administrative Unit in the Asia and the Pacific Office performs all aspect of Human resources management including recruitment of staff and personnel, staff development, work force and successional planning and strategic vision. The Office is responsible for increasing efficiency and operational excellence in support of UNEP’s Programme of Work and Medium-Term Strategy at the regional level. The Office supports over 180 staff members and personnel.

The HR Office is hiring a consultant to undertake key assignments relating to Human Resources planning and analysis.

Under the overall supervision of the Administrative Officer (Human Resources) in UNEP Asia and the Pacific Office, the consultant is required to:

- Develop a comprehensive induction manual for the Asia and the Pacific Office that will incorporate key aspects from the existing induction briefing documentation and to on-boarding from the administrative and programmatic aspects and prepare presentation on the induction process. - Develop and update HR standard operating procedures on various recruitment process for UNVs, Consultants and Individual Contractors, Junior Professional Officers and Intern; and prepare presentations on this. The SOPs to align with the UN and UNEP rules and regulations and Corporate SOPs. - Develop an annual rolling calendar for briefing schedules for programme managers and the assistants on the HR processes. - Prepare a SWOT analysis document for management group on HR and assist in the preparations of the SWOT report. - Prepare a survey questionnaire on all aspects of HR services and support the survey report with a section on recommendations. - Review the office organogram and prepare an updated organogram for the office and for sections in consultation with HR and management team. - Review the current HR filing system and devise an appropriate process for digital filing of key HR documents and accessibility in MS Teams in liaison with the Administration office. - Extrapolate a HR report from the new HR weWork ticketing Platform for Asia and Pacific Office, which will guide service delivery to the Office and provide analysis of requests made by colleagues and how to improve the HR processes and procedures.

Qualifications/special skills Skills: HR change management and organizational management skills. Academic Qualifications: University degree in Human Resource Management or Administration. Experience: - A minimum of 7 years of relevant progressive professional experience on human resources and administration is required. - Experience in developing SOPs and their implementation guidelines is highly desirable. - Practical experience in conducting HR surveys, analyze results and developing report on recommendations and their implementation. - Experience in developing organizational structures. - Experience with a HR ticketing system and analysis of the data therein. - Practical experience in identifying performance gaps and putting in place a training programme. - Designing and preparation of a secure digital filling system on the HR. Language: Fluency in written and spoken English is required. Knowledge of other regional languages an advantage.
