The Office of Innovation (OoI) works to catalyze UNICEF's and all its partners’ expertise and resources against key children-outcomes bottlenecks, with a view to continuously ideate and scale the most effective solutions with transformational potential at scale to achieve the child-related SDGs.

The office is doing this by continuously exploring new ways of accelerating results for children, investing across a range of early stage solutions, and harnessing internal and external expertise towards continuously iterating and finetuning the most promising solutions for children through a systematic portfolio management approach, and leveraging all stakeholders’ innovation energy, knowhow and resources from intergovernmental, multilateral, private sector, and non-governmental fora (think tank, academia).

The Human Resources Associate is accountable for both transactional HR activities pertaining to recruitment and onboarding, administration of entitlements, staff wellbeing etc.

The Job Profile covers a broad range of functions, however, depending on the context, the incumbent may focus on all or some of the areas. Therefore, specific areas of focus will be made clear in annual work plans as well as individual performance plans.

How can you make a difference?

Under the guidance and overall direction of the Human Resources Officer, the Human Resources Associate provides administrative, procedural, and operational support and assistance to the efficient implementation of a broad range of Human Resources functions for all categories of staff in his/her office, ensuring accurate and timely delivery that is in compliance with UNICEF HR rules and regulations.

The incumbent will:

Support recruitment and placement

  • Prepares, launches, and circulates Vacancy Announcements, prepares longlisting of candidates and administers the assessments in coordination with Hiring Managers and panel (test, interviews etc.).
  • Finalizes all the documentation (selection report etc) and gets appropriate approvals.
  • Liaises with candidates in the various stages of the recruitment process. Provides timely feedback to candidates after each stage of the recruitment process.
  • Initiates and follows up on reference checks and academic verifications and ensuring the completion of other background checks.
  • Monitors, life cycle of recruitment process to update supervisor as necessary with high focus on KPIs and diversity.
  • Supports with job classification of newly established posts.

Support onboarding for newly recruited staff

  • Once the offer of appointment is accepted, initiates the full cycle onboarding process for newly recruited staff:
  • Coordinates with staff and hiring section to identify the start date
  • Support on the installation with all concerned sections to ensure required equipment and access is issued in advance.
  • Schedule’s induction briefings with all concerned sections/parties with the new staff.
  • Collects feedback from staff on the process for more efficiency and effectiveness of the process.
  • Update onboarding tracking sheet.

Administer off boarding process once staff separation/reassignment is confirmed

  • Initiates the full cycle of offboarding process.
  • Sends clear instructions for concerned staff to start clearance process.
  • Supports staff in finalizing required clearance documentations.
  • Coordinates with other Operations Sections to ensure UNICEF account and equipment is handed over and Initiate separation process in UNICEF system.
  • Schedules Exit Interviews.
  • Updates offboarding tracking sheet.

Support to HR Business Partnering

  • Support the business partners in assisting clientele in using HR systems such as Talent Management, Agora and Achieve.
  • Maintain and generate automated databases containing HR and contracts related statistics and generating periodic reports; and performing a variety of administrative duties (e.g. leave recording, etc.).

Support knowledge building and knowledge sharing

  • Strengthen knowledge of OoI staff on contracting processes and policies to ensure efficiency and effectiveness.
  • Assist with the development and implementation of learning plans.
  • Policy updates and procedures to improve service delivery.
  • Synthesis of lessons learnt and best practices leading to updates of standard operating procedures if needed.

Others

  • Maintains an up-to-date organizational chart for office use.
  • Supports with implementation of office improvements in coordination with team members.
  • Supports with organizing and administering different events and initiatives.
  • Other duties assigned by supervisor.

To qualify as an advocate for every child you will have…

Education: Completion of secondary education, preferably supplemented by technical or university courses related to the field of work.

Experience: A minimum of 6 years of progressively responsible in general administrative work out of which three (3) years in Human resources required.

  • Technical Extensive knowledge of HR principles.
  • Computer literacy and the ability to effectively use standard office software tools as well as good knowledge and skill in using HR systems.
  • Ability to extract and format data and to solve operational problems.
  • Ability to organize own work, set priorities and meet deadlines.
  • Interpersonal and communication.
  • Takes responsibility to respond to internal and external service needs promptly and proactively.
  • Takes initiative to ensure that deadlines, rules, and regulations are met.

Language Requirements: Fluency in English is required. Knowledge of another official UN language is an asset.
