BACKGROUND AND JOB PURPOSE

The World Food Programme (WFP) has been in Bhutan since 1974. After decades of support to school meals in Bhutan, WFP now partners with the Royal Government of Bhutan to strengthen school nutrition to build futures, change lives by building resilience, and prioritize urgent action including on climate, and prepare and respond to emergencies to save lives. WFP supports the Government in setting up national rapid post-disaster needs assessment capacity and strengthening national capacity to prepare for and respond to disasters. WFP is supporting the scale-up of the school nutrition, including supply chain cost optimization, linking farmers to schools, and school infrastructure development. WFP applies a system approach to agriculture value chain development beginning from demand creation for local food, to support in production, marketing and mitigating post-harvest losses. WFP also supports policy and inter-agency coordination, including assistance on enhanced cost efficiency and knowledge management. For disaster risk management, WFP supports the Government in setting up national platforms to guide coordination, actions, and investments in disaster preparedness and response.

PURPOSE OF THE ASSIGNMENT: With the launch of a large GAPSF-funded project in Gelephu in southern Bhutan, WFP needs to urgently recruit several international and national staff over the next two to three months. Under the overall supervision of the Country Director, the TDY will concentrate on these recruitments and will undertake the following duties:

KEY ACCOUNTABILITIES (not all-inclusive)

1. Prepare internal and external vacancy announcement ensuring that clearance is obtained from the supervisor and the hiring manager before posting. 2. Issue the vacancy announcement in accordance with local procedures and recruitment plans. 3. Liaise with the hiring manager on the selection processes and the facilitation of assessments and interviews. 4. Prepare the longlisting of candidates and inform hiring managers on the shortlisting. 5. Arrange for written assessment at the WFP country office, or through iMocha. 6. Arrange for interviews and interview questions, and participate in interviews as the HR panel member. 7. Prepare and ensure correct Notes for the Record of interviews are provided timely and efficiently to panel members. 8. Arrange an LAPC for the position, if required. 9. Support the on-boarding processes for new staff. 10. Monitor the tracking system in place of all ongoing local recruitment (FT, SC and Int CST) and support drafting recruitment plans for all new requests. 11. In case of delays, immediately inform supervisor, and draft an updated recruitment plan to share with the hiring manager. 12. Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

Experience: Six or more years of progressively responsible support work experience in general administrative work, including at least three years in human resources or related field. Knowledge & Skills:

• Knowledge of specialised HR administrative work practices and methods, gained through relevant technical training and experience. • Good communication skills and good understanding of HR principles and their application in order to respond to and resolve a range of HR queries. • Ability to conduct basic analyses in order to generate periodic reports and make recommendations for further actions. • Experience in supervising and co-ordinating tasks of subordinates to be able to train and supervise junior staff members within the HR function. • Ability to work with minimum supervision and use initiative to perform administrative tasks within broad WFP guidelines and standards.

Languages: Fluency in oral and written English language.
