During the 2022-2025 Division of Human Resources (DHR) programme cycle and within the new Global HR Delivery Model, the Talent Engagement & Partnerships and Human Capital Intelligence & Technology Teams aim to further strengthen, create and integrate HR systems and tools, ensuring suitable and applications and streamlined process to attract, develop and retain talents in close collaboration with Information Communication and Technology Division (ICTD) and the Global Shared Services Centre (GSSC).

How can you make a difference?

Under the close supervision and guidance of Human Resources Manager, Human Capital Intelligence & Technology and in close coordination with Chief, Talent Engagement & Partnerships, the Human Resources Associate provides support and assistance as a Subject Matter Expert for the activities of the Consultant and Individual Contractor (CIC) Management Simplification Project that require close monitoring and coordination with the working group members.

Summary of key functions/accountabilities:

Support as SME to the working group on the CIC Management Simplification Project

  • Assist in the global roll-out of direct invoices to GSSC.
  • Guide on Vendor Profile / SG Vendor Portal / SG Tender Process / Fiori simplified PO / Fiori Document Mgt / Contract Output Performance Evaluation.
  • Assist in addressing analytics & reporting requirements.

Webinars and Technical Training

  • Organize webinars dedicated to LTA, Retainer Contracts, Rosters & Spouses as per the new policy (attached).
  • Develop technical training for Hiring Managers.

Communication and guidance materials

  • Develop Step-by-Step guides related to new contract types and reporting.
  • Finalize the "Consultant Information Guide" to be included in advertisements and TORs.
  • Update Forms and Templates.

Consultant Guide in SharePoint

  • Monitor the effective discontinuation of Individual Contractors pages by 30 June 2023.

Manage the Consultants' SME Mailbox and clearances

  • Monitor and respond to mailbox queries and manage clearances through the Chief Talent Engagement and Partnerships.

To qualify as an advocate for every child you will have…

  • Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization is required.
  • A minimum of 6 years of progressively responsible administrative or clerical work experience is required.
  • Experience in data analytics is required.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Extensive knowledge of HR principles, rules, regulations, and procedures within the UN, particularly regarding individual consultancies.
  • Computer literacy, the ability to effectively use standard office software tools, and good knowledge and skill in using HR systems.
  • Ability to organize own work, set priorities and meet deadlines.
  • Ability to responding to internal and external service needs promptly and proactively; taking the initiative to ensure that deadlines, rules and regulations are met. Using own discretion to address unforeseen situations.
  • High degree of confidentiality, initiative and good judgment.
  • Ability to work effectively with people of different national and cultural backgrounds.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
