The Human Resources Unit (HR Unit) is part of the Operations section of the United Nations Development Programme Zambia country office. The HR Unit provides human resource and development services to UNDP and to the rest of the United Nations Country Team (UNCT) through implementation of the business operations strategy or direct support through interagency memoranda.

Under the guidance of the Senior Management and the direct supervision of the Human Resources Associate, the Human Resource Assistant will promote a collaborative, client oriented approach in the Unit and will work on various tasks related to document management, learning and development, and compliance. Additionally, the incumbent will provide support to the broader practices and initiatives of the HR Unit.

Under the overall supervision of Senior Management and the direct supervision of the Human Resources Associate, the Human Resource Assistant will perform the following tasks: • Perform general administrative tasks in the Human Resource Unit; • Support management of the UNDP archive facilities for HR documents, including: sorting and labelling files in the archives; creating a directory and full inventory of all the files in the archives; manage transition of files from HR Unit that require archiving and transfer to the container on an annual basis, ensuring documents are properly catalogued and secured; • Collate, compile and file data from various sources for updating monthly attendance records, as well as archiving; • Support the Unit in the recruitment process by contacting candidates, preparing interview documents and other clerical duties during evaluation and selection of candidates; • Assist in procurement of services such as advertising through soliciting quotations and processing of invoices for payment; • Prepare routine correspondence, memorandum and reports in accordance with UNDP guidelines; • Track all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through Atlas; • Provide information for cost-recovery bills in Atlas for HR services provided by UNDP to other Agencies; • Maintain the Country Office staffing table; • Collect background information for submissions to the Local Compliance and Review Panel (CRP); • Participate in trainings for the operations/projects staff on HR; • Contribute to knowledge networks and communities of practice; • Support talent development initiatives and compliance with completion of mandatory courses; • Perform any other duties as assigned.

Human Resources or other relevant programmes at the national and/or international level; experience with the UN is an asset, as is experience working with other international development organization; Other desired/mandatory required technical knowledge: • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in UNDP’s work and volunteerism as a mechanism for durable development, and the UN System.

Zambia is a landlocked, middle-income country with a population estimated at 18 million. It is a resource-rich country with sparsely populated land in the centre of Southern Africa. It shares its border with eight countries (Angola, Botswana, Democratic Republic of Congo, Malawi, Mozambique, Namibia, Tanzania, and Zimbabwe) that serve as an expanded market for its goods. Lusaka became the capital city of Zambia in May 1935. Lusaka’s central position in Zambia and its pleasant climate were two of the main reasons for its selection as the capital. It is a metropolis, which provides a home to about two and half million (3.3 M) inhabitants of different nationalities. It has grown to become the seat of the Government of the Republic of Zambia and as such all diplomatic missions, international organizations, industrial and commercial entities are based there. Its political, social, economic and cultural significance has also increased through the years.

Public transport is provided by private operators using minibuses and taxis. The bus routes are not mapped, and roads are often congested. Good modern housing for rent is available on the open market. The official language is English, which is widely spoken. The country is generally food secure, with sufficient local fresh fruits and vegetables available in the markets, as well as various dairy, poultry and meat products. There are several international schools using the Cambridge GCSE or IGCSE syllabi, from key stage one through to A levels. Health conditions are generally good, although malaria is endemic.
