ABOUT WFP

ORGANIZATIONAL CONTEXT

The job holders report to an HR Officer or the designate. At this level job holders are expected to take responsibility for the completion of a full range of HR activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action within their area of expertise and may provide guidance to other staff.

JOB PURPOSE

To deliver a full range of HR support services ensuring accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR services. Ensure that new employees and current workforce on different contractual status, have a positive experience at WFP, and are successfully integrated into their new role and the organization. Understand the risk related to legal, financial and reputational risks linked to own action and consequences. Expected thorough processing of assigned tasks, embracing a culture of full compliance and customer care. The selected candidates will work in a team under the supervision of the HR Officer (Team lead) and the general supervision of the Unit Head.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contracts & Protocol

  • Receive all performance evaluations for Service Contract (SC) holders and Special Services Agreement (SSA) contract holders from supervisors & Heads of Unit
  • Prepare contracts and contract extensions accordingly
  • Follow up on Fixed Term staff probations and prepare extensions
  • Follow up on UNLP applications and issuance
  • Keep track of UNLPs safekeeping & borrowing
  • Prepare employment verification letters when required
  • Update the staff list on a daily basis

2. Learning & Development

  • Support training team by maintaining and updating HR training database (mandatory training-class room training records)
  • Extract reports and follow up on missing data
  • Follow up on mandatory Training including the expired ones
  • Follow up on probations for newly recruited fixed term staff
  • Help with PACE follow up and learning sessions

3. WINGS- Act as the focal point for WINGS actions related to Appointments, Re-Appointment, Contract extensions & Renewals.

4. Recruitment- Temporarily assist the HR Officer as required with the following:

  • Conducting reference checks
  • Issuing offer letters
  • Coordinating the medical clearance
  • Collect the required documents and issue contracts for Fixed-Term, SC and SSA positions
  • Maintain an accessible electronic and physical filing system of the recruitment documents.
  • Onboarding of new recruits which includes the following:
    • Pre joining welcoming emails
    • Staff announcement
    • Welcome Kit
    • Follow up on OJT for new staff
    • Conduct induction for new joiners

5. Other Related Duties

  • Provide guidance on the rules and regulation as well as respond to HR queries from all staff in the programme.
  • Maintain an accessible filing system to contracts and evaluations

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience: Four years of relevant working experience in Human Resources administration.

Language: Fluency in oral and written communication in English and in Arabic.

Knowledge & Skills

• Knowledge of general HR administrative work practices and methods, gained through relevant technical training and experience. • Good communication skills and basic understanding of HR principles and their application in order to respond to and resolve general HR queries. • Ability to develop and maintain relationships with a wide range of individuals in order to provide a high quality support service. • Ability to collate and compile relevant data from a variety of sources in order to produce periodic reports for supervisor(s). • Ability to monitor and record personnel files and documentation in an organised manner and in line with compliance standards.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• At least one year of hands on experience in contracting, offers and performance evaluations • Has experience in handling HR project management and implementation • Good knowledge of HR administration and direct experience in advising on entitlements and procedures • Conversant with HR standard software • Has managed and implemented HR policy and procedures in line with WFPs operating standards • Has conducted specific HR Services activities such as payroll administration, aspects of recruitment and interviews administration • Has provided ad-hoc guidance to less experienced staff members • Has provided briefing to new recruits as part of the onboarding process • Has gained experience working across a range of WFP contexts and with varying strategic priorities
