Scope of Work: ------------------

Under the direct supervision of HR Manager - Incentive Workers Department, the HR Assistant will handle all Incentive Workers documents, ensures implementation of Incentive Workers’ hiring procedures, leads Incentive Workers’ attendance sheets, follows up Program Officers regarding Incentive Workers matters, ensures smooth payment for Incentive Workers, keeps Incentive Workers’ master sheet update and delivers code of conduct training, provides effective coordination and support to IRC Yemen in all activities related to IWs activities.

Responsibilities: ---------------------

- Receive Incentive Workers Request Form (IWRF) from the program Officer. - Sending (IWRF) to HR Manager for review. - Submit ATC (background checks) through the IRC system. Ensures that the validity of the ATC is covering contract duration. - Make arrangement for Advertisement, receive applications, Screening, arrange for Interview, take interview notes, do the verification and Testing. - Review all contracts, extensions, amendments, verify them with the IWRF ensure the appropriate rate, estimated duration (start date & end date) and right calculation as per estimated duration, verify all processes are through Incentive Worker hiring procedures. - Follow up on renewal of the Contract, amendments, extensions, ATC, Certificate of Completions, payment, and files. - Update trackers. - Filing payment documents accordingly. - Follow up, collect, and review attendance sheets, summary sheets and payment request. - Verifying Signatures with signature specimens. - Follow up all the documents related to incentive workers. - Support the payments for Bank transactions. Ensure completeness of payment documents in compliance to IRC and Donor policies and procedure. - Follow up the payment process. - Deliver orientation to the programs' officers concerning the handbook of Incentive Worker. - Delivers code of conduct and reporting mechanism training for Incentive Workers. - File a copy of Incentive Workers' documents in office and keep the master sheet updated all the time. - Ensure that Incentive Workers are adhering to IRC policies. - Conducts spot check. - Follows up Incentive Workers exit processes and final payment. - Prepare IWs’ forms (annexes) when needed. - Submitting regular reports weekly & monthly. - Any other task assigned to from direct supervisor.

Qualifications

Requirements (Qualifications, Skills and Abilities)

- Bachelor’s Degree in business administration, business management, or other related qualification. - 2 years’ experience in HR with NGO. - Excellent knowledge of the working environment. - Excellent time management skill and capable of prioritize work. - IT skills including Word, Excel, and Power point. - Demonstrate excellent delivery and presentation skills - Excellent interpersonal and communications skills and can work independently in a multi-cultural environment. - Excellent problem-solving skills, and capable to handle pressure and improve. - Very good written and verbal skills in both English and Arabic language. - Ability to carry out responsibilities independently. - Capable to think strategically, prioritize and meet deadlines in a complex and challenge environment
