Org. Setting and Reporting This position is located in the Human Resources Section of the United Nations Stabilization Mission in the Democratic Republic of Congo (MONUSCO), duty station Kinshasa. The Human Resources Assistant reports to Chief of the Recruitment Unit.

Responsibilities Within limits of delegated authority, the Human Resources Assistant FS-4 will carry out the following duties. (These duties are generic and may not be performed by all Human Resource Assistants at FS-4 level)

Recruitment and Placement: - Review job openings for posting on Inspira in consultation with hiring managers, ensuring that the evaluation criteria and responsibilities are in line with the approved or classified documents. - Assist with forecasting and identifying vacancies, preparing job openings, reviewing and screening of candidates - Reviewing, editing Job Descriptions and Generic Job Profiles for posting on Inspira or for classification review, - Conduct preliminary reviews and release list of applicants to client offices. - Participate in the selection of candidates; including conducting roster searches for applicants, evaluating and screening applications, generating personal history profiles of candidates. - Maintains job opening files, ensuring closure of job openings in Inspira upon completion of selection. - Participate in interviews as ex-officio and prepare cases for FCRB endorsement. - Assist in the filling of vacant posts for all categories by initiating offer management in Inspira and following-up with the Regional Service Center on on-boarding requests including reference checks and academic qualifications, ensuring the completion of the pre-recruitment formalities. - Oversee the maintenance of vacancy announcement files. - Record and update track status of recruitment cases for preparation of recruitment status reports for use by management. - Perform any other duties as assigned.

General Administration: - Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters. - Coordinates extensively with service sections/units and liaises frequently with internal team members in the field mission. - Performs other related administrative duties, as required (e.g., physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations). - May be responsible for guiding, training, and supervising the work of more junior General Service staff.

Administration of entitlements and benefits: - Receives and reviews grievances and complaints related to entitlements and benefits, assessing and evaluating merit of each case and making recommendations for resolution; - Provides advice to staff as first point of contact regarding interpretation and application of policies, regulations and rules concerning conditions of service, entitlements and benefits; - Determines and process benefits and entitlements for staff on the basis of contractual status; - Inducts newly recruited staff members by briefing them on administrative formalities, conditions of service , entitlements and benefits;

Staffing Table Administration & Post Management: - Closely liaises with DOS, Hiring Managers, CHRO and Budget Unit to maintain staffing table and post management functions ensuring all authorized posts are created in accordance with the approved budget document. - Constantly updates post redeployments and raises relevant Personnel Actions, to ensure there are no discrepancies between the various HR systems used to record staffing and post information. - Closely coordinates with other HR colleagues, recruitment focal points and DOS ensuring that appropriate documentation is submitted and staffing and post changes are implemented in a timely manner for real-time information. - Prepares and submits staffing tables and standardized reports on HR related issues to senior management, hiring managers, DOS and other stake holders as may be required.

Performance Management and Staff Development - Provides support in advising managers and staff on performance management to ensure effectiveness, compliance and equity. Provides support in advising managers and staff on performance management to ensure effectiveness, compliance and equity; - Ensures compliance with the performance management system through preparing inputs for the supervisor's review, including inputs to the Joint Monitoring Group and Rebuttal Panels; - Reviews complaints or grievances from staff on performance related matters and prepare background documents for the supervisor's review; - Prepares monitoring reports on staff development and career support programmes

Education High school or equivalent diploma is required.

Work Experience At least six years of progressively responsible experience in human resources management, administration or other related fields is required. At least two years of recruitment/administration experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions or UN agencies, funds and programmes) is required; Experience in the application of Human Resource Management Systems (for example: Inspira,or related) is desirable

Languages English and French are the working languages of the United Nations Secretariat. For this position, Fluency in oral and written English is required. Knowledge of French is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
