Org. Setting and Reporting

This position is located in the HR Client Support Centre and Entitlements Team, Human Resources Management Service, United Nations Office at Geneva. The Human Resources Assistant reports to the Human Resources Officer/Team Lead.

Responsibilities

Within delegated authority, the Human Resources Assistant will be responsible for the following duties: • Provides support to Staff members at the HR Client Support Centre by answering HR queries received by emails, phone calls and in-person visits. • Advises staff on Human Resources related matters, in particular those related to, recruitment, onboarding and separation processes, administration of staff contracts, benefits and allowances, time management, performance evaluation, in accordance with the Staff rules and regulations, personnel and administrative policies. • Assists in the organization and conduct of training courses and workshops. • Contributes to the organization of Human Resources ceremonies, events and briefings. • Maintains HR related automated systems and applications including automated databases containing HR related statistics and prepares periodic reports. • Provides general office support on a regular basis, processes, drafts, edits, proofreads and analyzes for approval and signature of a variety of correspondences. • Provides guidance to Administrative Assistants, counterparts in client departments and HR Partners whenever needed. • Prepares written responses to queries concerning HR related matters. • Sets up and maintains files/records (electronic and paper). • Liaises with different services and entities with regards to staff members’ questions, enrolment and issues. • Participates in the Umoja testing, drafting and maintaining of Umoja reference documentation on the administration of staff contracts, benefits and entitlements. • Monitors and approves rental subsidy requests, as applicable. • Approves home leave travel, and grants travel time if applicable. Approves rest and recuperation travel. • Provides guidance on time-related issues and entitlements to staff and counterparts in client departments. • Reviews and processes requests for entitlements and claims including dependency allowance, education grant, mobility and other allowances. • Monitors sick leave cases and approves sick leave for less than 20 days. • Advises and processes pre- and post-delivery leave and grants parental leave quota. • Undertakes research on a range of HR related issues and assists in the preparation of notes/reports • Performs other duties within and outside the work unit as requested.

Education

High school diploma or equivalent.

Job - Specific Qualification

Additional training in human resources is desirable.

Work Experience

A minimum of seven (7) years of experience in administrative services, human resources management or related area is required. The minimum years of progressively responsible experience is reduced to five (5) for candidates who possess a first-level university degree or higher. Experience in the processing of human resources actions in Enterprise Resource Planning systems (such as Inspira, Umoja or similar) is desirable. Experience in administration of staff contracts, onboarding, separations, and entitlements is desirable. Three (3) years of experience in human resources management within the UN Common System or similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English or French and knowledge of the other is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
