Org. Setting and Reporting This position is located in the Human Resources Management, Capacity Development Programme Management Office (CDPMO), Department of Economic and Social Affairs (DESA). The incumbent will report directly to the Human Resources Officer and under the overall guidance of the Chief of the JPO Programme. Responsibilities Within delegated authority, the Human Resources Assistant will be responsible for the following duties:

RECRUITMENT AND PLACEMENT - Preparing and maintaining case files for candidates in the context of the JPO Programme, ensuring and monitoring the transfer of files of candidates between offices, , and entering data on candidates into the JPO dedicated database. - Assists in the filling of JPO positions, including receiving documents from candidates for the purpose of conducting reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities, and updates the JPO Programme website accordingly., and preparing and dispatching offers of appointment and Statement of Emoluments. - Maintains the compendium of job descriptions electronic files and tracks status of vacancy announcements in the JPO Programme database and on the JPO Programme website - Coordinates with selected candidates on travel arrangements, visa matters and shipment of personal effects. - Advises staff on visa matters.

ADMINISTRATION OF ENTITLEMENTS - Reviews and processes requests in Umoja for entitlements and claims - Process simple administrative actions and requisitions in Umoja - Maintains entitlements reference tables. - Assists in the review and processing of data in Umoja as well as offline pertaining to conditions of service.

GENERAL - Provides general office support services; drafts and/or processes a variety of correspondence and other communications for JPO sponsoring member states and JPO receiving offices - Sets up and maintains reference files/records (electronic). - Schedules appointments/meetings, monitors deadlines, etc. - Undertakes research on a range of HR related issues and assists in the preparation of notes/reports. - Maintains automated database containing HR related statistics and prepares periodic reports. - Assists in the preparation of necessary documentation for distribution to various client offices, - Performs a variety of administrative duties - May provide guidance/training to less experienced staff. - Performs other duties as required.

    Education High school diploma or equivalent. Must have passed the United Nations Administrative Support Assessment Test (ASAT) or the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.

    Work Experience A minimum of five years of progressively responsible experience in human resources management, administrative services or related area is required.

    Experience in using standard office IT applications for word processing, table production and management of the databases is required.

    Experience in staff administration, including administration of staff entitlements and benefits, is required.

    Experience in using integrated information management systems, such as Enterprise Resource Planning system (ERP), for the administration of staff entitlements and benefits is desirable.

    Experience in recruitment practices is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice This is an Extra-Budgetary funded post. Appointment or assignment against this position is for an initial period of one year. The appointment or assignment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
