This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The year 2022 is the last year of the current APD (Area Programme Development) and the Office is already engaged in the process for a new APD. As part of this process, and to ensure that the Office has the required skill sets for meeting the APD priorities, a broad analysis of the current staffing through a capacity gap analysis/skills mapping is being conducted. One of the outcomes will be to develop a learning and development plan with tangible recommendations to fill gaps and implement solutions throughout the remaining APD timeframe (from now to March 2023).

Under the close supervision and guidance of the Human Resources Officer, the Human Resources Assistant provides administrative, procedural, and operational support and assistance to the efficient implementation of a broad range of Human Resources functions for all categories of staff in his/her office, ensuring accurate and timely delivery that is in compliance with UNICEF HR rules and regulations.

Under the direct supervision of Human Resources Officer , the UN Volunteer will undertake the below tasks:

  1. Support in processing of entitlement and benefits

Initiates the processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the Global Shared Service Center (GSSC) via Service Gateway platform.

  1. Support in recruitment and placement

• Prepares and circulates internal and external advertisements.
• Liaises with candidates in the various stages of the recruitment process.

• Initiates and follows up on reference checks and academic verifications and ensuring the completion of other background checks. • Records and maintains electronic recruitment files, ensuring all necessary documentation has been saved. • Draft interview reports. • Monitors life cycle of recruitment process to update supervisor as necessary.

  1. Support in learning & capacity development

• Assists teams in organizing and conducting courses, workshops and events by preparing and organizing distribution of materials for participants, ensuring availability of training venues and required equipment and supplies, while providing logistical and secretarial support at workshops and events as necessary. • Tracks the performance management cycle processes, ensuring the timely distribution and enhancing the timely completion and return of appraisals. • Provide administrative support to the local learning and development committee

  1. General Office Support

• Drafting and/or processing a variety of correspondence and other communications • Setting up and maintaining HR files/records (electronic and paper) • Scheduling appointments and meetings • Maintain and generate automated databases containing HR related statistics and generating periodic reports; and performing a variety of administrative duties (e.g. leave recording, etc.).

• Three years of professional experience in the field of HR or relevant administrative fields. • Excellent English oral and written skills; excellent drafting, formulation, reporting skills in English. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines • Demonstrates a high degree of confidentiality, initiative and good judgment. • Ability to extract and format data and to solve operational problems. • Ability to organize own work, set priorities and meet deadlines. • Takes responsibility to respond to internal and external service needs promptly and proactively; takes initiative to ensure that deadlines, rules and regulations are met. Uses own discretion to address unforeseen situations.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

A Volunteer Living Allowance (VLA) of ILS 5,254.5 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as Exit allowance for satisfactory service.
