Organizational Setting

FAO Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2022-2023, FAO will, under the life-saving assistance Outcome (1) of the UN Transitional Engagement Framework (TEF), focus on the following four priority actions: (i) Safeguarding Wheat Seed Security, (ii) Enhancing Local Production of Nutritious Food, (iii) Livestock Protection and Dairy Sector Support, and (iv) Restoring Irrigation Structures to Boost Cash Incomes. Additionally, FAO will contribute towards resilience building activities under Outcome 2 of the TEF.

Reporting Lines

The Human Resource Assistant will work under the overall supervision of the FAO Representative, the direct supervision of the Assistant FAOR (Administration) and the technical guidance of the Regional HR Officer (RAP), CSH and CSLC.

Technical Focus

Provision of Human Resource support services to all FAO Afghanistan personnel.

Tasks and responsibilities

• Organize Recruitment/Selection Processes for NSHR team members including:  Drafting of Vacancy Announcements & take care of the subsequent posting in Employment Websites;  Complete the initial screening of applicants to prepare the longlist , and review the shortlist provided by the Hiring Manager;  Provide guidance on the interview panel composition and organize panels/interviews on a timely manner & ensure all the necessary logistical arrangement for conducting/organizing for interview process;  Arrange panel discussions over the candidates being interviewed and assist with the interview process minutes, and circulate the final Report to be signed by the panel;  Maintain documentation of recruitment process and maintain HR information system for recruitment and selection;  Maintain data integrity in the databases and initiate corrective actions when necessary;  Conduct reference check following selection of candidate in line with prevailing procedure; • Provide clarification when needed on rules and regulations, implementation of personnel rules, use of contractual modalities, application of entitlements; • Maintain effective HR networking to expand the pool of applicants for any recruitment and selection; • Assist in preparation of leave records for further processing; • Create, check and maintain personnel files of all FAO Afghanistan personnel ensuring all documentations is complete; maintain, update and file confidential personnel information and documents, ensure relevant documents are kept in their respective files; • Assist in reviewing the contractual status of all personnel in order to ensure contracts are prepared on timely basis and reviewed before the deadlines; • Assist and follow up on monthly salaries with HQ and the Bank in case of delay or non-receipt of salaries; • Maintain records of the personnel medical examinations and medical expenses claims on follow up on their settlements; • Raise ePPR (e-Personnel Processing Requests) as well as performing the role of time-keeper ensuring that personnel work reports are accurately entered in GRMS (Global Resource Management System); • Support briefing and de-briefings for FAO Afghanistan personnel; • Ensure that changes of personnel status, salaries and leave balances are recorded accurately; • Assist personnel with the issuance/ renewal of UN ID cards and liaise with UNDSS on any related issues; • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University (Bachelor) degree in Human Resource Management, Business Administration, Public Administration or a closely related field. • At least three (3) years of relevant work experience in human resources management and administration. • Working knowledge (level C) of English and local languages (Pashto and/or Dari). • National of Afghanistan.

Technical/Functional Skills

• Extent and relevance of experience in using human resources information management systems; • Familiarity with the application of human resources policies in the UN system would be considered a strong asset; • Demonstrated written communications skills to draft different types of outputs tailored to different audiences; • Ability to keep sensitive and personal information as confidential; • Capacity to take initiative, and suggest modifications in the process; • Ability to identify and resolve problems expeditiously and pragmatically; tact, initiative and sound judgment; ability to establish and maintain good working relations with other staff / colleagues from different cultural background; • Strong professional command of Microsoft Office, in particular Word and Excel.
