Org. Setting and Reporting This position is located in the Human Resources Management Section of the Resources Management Service in UNCTAD. The incumbent will report directly to the Human Resources Officer, under the overall supervision and guidance of the Chief, Human Resources Management Section.

Responsibilities Within delegated authority, the Human Resources Assistant will be responsible for the following duties

Recruitment - Assists hiring managers and project officers in the recruitment of staff and of consultants/individual contractors (C/IC), in line with respective administrative guidelines, and as per UNCTAD established roles, including as applicable by reviewing and building the job opening, verifying eligibility of applicants and ensuring recruitment is viable for the candidate(s) proposed for selection. - Prepares and maintains case files in a timely and orderly manner for selected staff, prospected consultants/individual contractors and of C/IC contracts; records information for statistical purposes. - Assists in the administration of written tests and other type of candidates' assessments. - Liaises with partners, including with Finance/Payment Offices for availability of funds and to ensure the completion of the pre-recruitment formalities; coordinates with Human Resources Offices on onboarding formalities as needed. - Reviews requests for C/IC payments and liaises with Finance/Payment Offices for the approval of payments. - Prepares relevant documentation of recruitment and C/IC requests and presents summaries as required for related meetings. - Advises on human resources policies, procedures, rules and regulations, as required.

Staff development - Identifies training courses and workshops - Assists in the organization and conduct of training courses and workshops, including the identification participants and of facilitators and during the negotiation of contracts; prepares contracts and payment of trainers. - Provides logistics and administrative support to trainers. - Ensures evaluation of training - Supports the planning of trainings, their schedule and monitors their implementation and expenditures; reports on the same on a regular basis.

General - Provides general office support services; drafts and/or processes a variety of communications. - Sets up and maintains reference files/records (electronic and paper). - Schedules, follows-up and monitors deadlines of ongoing human resources related activities. - Maintains automated database containing HR related statistics and prepares periodic reports. - Performs other duties as required.

Competencies - Professionalism: Knowledge of the human resources policies, procedures and practices and ability to apply them in an organizational setting. Knowledge of ERP systems, including UMOJA, and of recruitment platforms, including INSPIRA. Ability to work well with figures, to undertake basic research, collect meaningful human resources data from different sources and present it in simple format for its analysis. Ability to generate reports, including of statistical nature, and undertake simple analysis. Good knowledge of office related software (e.g. word, excel, power point) and ability to use information technology to improve the effectiveness of day-to-day operations of the office. Ability to communicate effectively with different stakeholders, including in writing. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.   • Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

  • Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

    Education High school diploma or equivalent. Must have passed the United Nations Administrative Support Assessment Test (ASAT) or the Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away.

    Work Experience A minimum of five years of progressively responsible experience in human resources management, administrative services or related area is required.

    Out of these, two years in human resources within the UN Common System or other international organization is desirable.

    Experience with human resources ERP systems and recruitment platforms is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice The duration of the appointment is subject to the availability of funds. The initial duration is three months, starting as soon as possible.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Passing the United Nations Administrative Assessment Support Test (ASAT) at Headquarters, ECA, ESCWA, UNOG, UNOV, ICTR, ICTY or the Global General Services Test (GGST) is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat.

Candidates should have no expectation of any fixed-term appointment possibility after the end of this temporary assignment. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

Subsequent to the initial temporary appointment, new and successive temporary appointments may be granted for service in the same office or in a different office any number of times, for any duration, provided that the length of service does not exceed the period of 364 calendar days.

Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
