ABOUT THE JOB

The Human Resource Officer main objective is to ensure effective service delivery in the Human resource department in Country and Area Offices.

Responsibilities:

Payroll Management

  • Take the lead in the management, updating, and processing of the national staff payroll in close collaboration with other departments, ready for onward submission to the finance department for payments.
  • Ensure that all statutory mandatory deductions are applied to all staff salaries monthly.
  • Prepare and submit required reports, including reconciliation reports generated by the systems, monthly for audit purposes. Submit them for approval by the CD before payments are made.
  • Prepare staff pays lips and distribute them monthly.
  • Provide employment contracts for newly recruited staff.
  • Maintain up-to-date staff information in DRC Dynamics.

Contract Management

  • Monitor contract end dates via the HRMIS and share relevant information with departments to ensure timely action.
  • Prepare contract extensions, amendments, promotions, and demotions as required.
  • Maintain an organized database of all employee contracts, ensuring easy access for reference and compliance.
  • Ensure all contracts are compliant with organizational policies and local labor laws.
  • Provide guidance to management on contract-related matters, including renewal processes and compliance issues.
  • Coordinate with relevant departments to gather necessary documentation for contract modifications and ensure all changes are properly recorded.
  • Communicate with employees regarding their contract status and any upcoming changes or actions required.

Recruitment

  • Support the HR Specialist in coordinating the recruitment process for national staff, ensuring compliance with DRC standards and national labor laws.
  • Assist in leading and guiding the recruitment process, ensuring recruiting managers conduct interviews and reference checks before issuing offer letters to successful candidates when needed.
  • Help set up interview panels and ensure relevant interview questions are included in the interview format.
  • Prepare completed recruitment documentation upon the conclusion of the recruitment process and hand it over to the HR Assistant (Documentation) for filing.
  • Update the recruitment tracker regularly.

Employee Exit Process

  • Ensure all staff go through a proper exit process, including handover notes, completing the clearance form, finishing the online exit interview form, and conducting an exit debrief with the line manager.
  • Ensure departing team members are provided with an employment certificate.

Leave Management

  • In liaison with department heads, prepare the country’s annual leave plan for national staff, ensuring that there are no staffing gaps in the process.
  • Bring to the attention of the HR Manager any overdue accrued leave for timely management attention.
  • Manage leave balances in Dynamics and coordinate year-end transfers and expirations.
  • Assist HR Assistant in updating leave requests for those staff who don’t have access to computers.

HR System Management

  • Maintain and update dashboards to ensure accurate and up-to-date data for reporting and decision-making.
  • Train staff in DRC Dynamics and other HR-related policies.
  • Resolve any Dynamics-related issues that arise and provide training to staff as needed.
  • Monitor data integrity within the system, ensuring that all information is accurate and reflects the latest updates.

Filing and Documentation

  • Assist the HR Assistant in developing and maintaining a well-organized filing system that allows for easy reference and rapid retrieval of information.
  • Support the HR Assistant in maintaining personnel files for all national team members in the respective field office, ensuring that all necessary documents are included and monitored, such as contracts, code of conduct, and job descriptions.
  • Any other duties relating to the nature of the job as requested by the Manager..

Languages:

  • Fluent spoken and written English;
  • Professioncy in Pashto and Dari.
