IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing. The Institute will launch its new Medium-Term Strategy (2022-2024) in December 2021. It draws on core and project funding to achieve its goals and objectives. The HR Assistant provides a range of support services throughout the employee life cycle which include recruitment, onboarding and off-boarding, administration of benefits and entitlements, performance management, learning and development and records management. Under the overall authority of the Director and under the direct supervision of the HR Officer, the incumbent will have the following duties and responsibilities: Long Description ---------------- - Provide support in creating Vacancy Announcements (VA) in a timely manner. - Provide support in organizing written assessments and competency-based interviews and conducting references check. - Provide support in organizing on-boarding and off-boarding for new and departing Staff members. - Provide support in processing entitlements and benefits in an efficient and timely manner. - Create and maintain accurate individual HR personnel records. - Provide support in various HR communications, presentations, and outreaches activities. - Provide support in the preparation of staff development requests and compile training plan. - Prepare training schedules and coordinate logistics for in-house face to face/online training events. - Conduct research on training offerings relevant to IIEP-UNESCO's support staff. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education** - Advanced university degree (Master’s degree or equivalent) in Human Resources Management or Business Administration. **Work Experience** - Minimum 5 years of progressively responsible work experience supporting the Human Resource management function. - Experience in recruitment in an international organization. - Experience in administering Staff benefits and entitlements. - Experience in HR data reporting. **Skills/Competencies** - Excellent knowledge of the HR cycle (on-boarding to off-boarding). - Demonstrable proficiency in the use of MS Office Suite and Enterprise Resource Planning tools (SAP, Oracle, etc.) - Initiative, ability to work under pressure and to meet tight deadlines. - Ability to priorities, set goals and work with minimum supervision. - Ability to contribute to a positive work environment of mutual respect and teamwork. - Ability to work in a multi-cultural environment. - Excellent communication skills, both oral and written. **Languages** - Excellent knowledge of English or French and good knowledge of the other. **DESIRABLE QUALIFICATIONS** ---------------------------- **Work Experience** - Experience in supporting the HR function in the UN system, NGOs or public sector organizations. - Experience in preparing PPT presentations. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
