Role and responsibilities

The role of the HR Technical Officer is a day-to-day implementation of the support functions responsibilities.

The HR Technical Officer's role is to maintain Personnel records and payroll for the Country Office and provide comprehensive support to CO staff in these matters.

Generic responsibilities

  3. Responsible for organising and delivery of tasks in line with priorities and standards.
  4. Develop and maintain knowledge of the specialist area of work in which technical assistance and support is provided, to be most effective in supporting the team.
  5. Use initiative in day-to-day problem-solving in line with agreed procedures, priorities, and standards for the area of work.
  6. Ensure proper filing of HR documents.
  7. Promote and share ideas for improvement in your area of expertise.

Specific responsibilities

  1. Maintaining personnel records in accordance with Ukrainian legislation
  2. Be responsible for payroll preparation for employees of all NRC Ukraine offices (data entry into the 1C system based on documents provided by Area HR team members)
  3. Update New steps in the salary scale for all NRC Ukraine employees on time
  4. Ensuring support to Country Office employees in HR matters (vacations, orders for business trips/internal transfer,
  5. preparation of income statements, preparation of certificates from the place of work, preparing and updating contracts with national staff)
  6. Submission of HR reports to state authorities
  7. Support with other tasks which the HR coordinator will assign.

Generic professional competencies for this position:

  1. Experience from working within HR expertise area in a humanitarian area, minimum 3 years, especially with Personnel records.
  2. Previous experience working in complex and volatile contexts.
  3. Documented results related to the position’s responsibilities.
  4. Good knowledge of English (Intermediate and above).

Context/specific skills, knowledge, and experience:

  1. University degree in HR/personnel management/administration/finance or other relevant educational backgrounds
  2. Previous experience in keeping Personnel records and salary - minimum 3 years
  3. Previous experience with salary calculations, with salary corrections, additional payments
  4. Good knowledge of 1C (payroll module)
  5. Strong knowledge of local labor laws and practice of conducting military records
  6. Strong knowledge and experience of preparation HR reports to state authorities
  7. High commitment to confidentiality

  9. Team player
