MANDATE OF THE DEPARTMENT: To lead the AIDS response, the UNAIDS Secretariat counts on a capable and highly qualified workforce, located in the right place at the right time. The People Management Department ensures that human resources are alighted with organizational strategy and priorities. The work of the department is based on effective policies and services for organizational development, and performance. The Staff Development and Performance team builds organizational and staff capacity by developing learning initiatives, strengthening the performance management culture and providing career support. Main tasks and Responsibilities of the Position: Working under the direct supervision of the Chief, Staff Development and Performance Division, the incumbent is responsible for the following:

  1. Define, Develop, deliver, and update staff learning resources related to UNAIDS' strategy, programme priorities, functions and services in collaboration with internal and external subject matter experts and providers.
  2. Maintain close partnership with staff and lead the identification, design and implementation of leadership development, competency-based capacity building and career support initiatives to strengthen staff capabilities.
  3. Contribute to the monitoring, implementation and reporting of the UNAIDS Gender Action Plan.
  4. Design curriculum and act as trainer for face-to-face (workshop) and online (blended/webinar/video-conference) trainings. Provide advisory and design support for the facilitation of UNAIDS meetings and events, and facilitate selected internal events when required.
  5. Keep up to date on good practices in organizational development and learning by participating in relevant internal and external meetings and professional bodies.
  6. Implement capacity-building initiatives related to the UNAIDS Secretariat Gender Action Plan, Staff well-being and mental health, Disability Action Plan, Culture change and knowledge management activities.
  7. Act as a focal point for 360 feedback and UNAIDS coaching programme to strengthen leadership and management competencies.
  8. Co-lead the UNAIDS Global Staff Engagement Survey and organization wide action plans, in close collaboration with the Performance Management focal point in the team.
  9. Manage the on-going maintenance of the Learning Management System (LMS) , including management of content, building needs-based curricula and learning pathways that address learning requirements.
  10. Manage staff member access and engagement on the learning platform, ensure that staff training records are updated, monitor staff completion and report on compliance of mandatory trainings, coordinate with other UN entity focal points to acquire, manage access and administration of online courses.
  11. Lead and design all communications with staff on capacity building initiatives.
  12. Act as focal point for all job related and career related training registrations, track resource allocation for individual development plans, submission of staff training reports, liaise with training providers and assess training impact.
  13. Explore and integrate new, innovative technologies and methodologies in workplace learning, including gamification and action/social learning to enhance impact and user uptake of learning initiatives.
  14. Manage a robust programme evaluation framework and report on training impact to measure return on expectations.
  15. Gather and manage data for face-to-face, online and individual learning activities, analyze trends and report on staff training data.
  16. Perform other related duties as required. REQUIRED QUALIFICATIONS Education: Essential: Advanced University degree at Master's level or equivalent in human resources management, public or business administration, social sciences, or related field. For internal candidates only, a relevant first university degree and 7 years of relevant professional experience will be considered as equivalent.

Additional Information: Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. Annual salary: (Net of tax) USD 64,121 at single rate Post Adjustment: 42.0 % of the figure(s) on the left side.
