Organizational Setting

The Division of Human Resources (MTHR), within the Department of Management, plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.The HR Management Section (HMS) provides HR services to the Agency and advice to managers in the areas of recruitment, learning and development, staff relations and the business partner approach.

Main Purpose

Under the overall guidance of the Staff Relations Specialist, the HR Specialist (Performance Management) is responsible for providing advice and support to managers on complex performance management cases in the organization, and thus support the further strengthening of the organizational performance culture.

Role

The HR Specialist (Performance Management) is: 1) a Substantive Contributor, managing and facilitating the implementation of changes within the Performance Management system. 2) an Innovator, designing and promoting new approaches, policies, tools and systems and advising managers on performance management.

Functions / Key Results Expected

• Reviews and advises management on effective approaches to implementing the performance management review. • Builds organizational support and commitment for an open and ongoing feedback-oriented performance management culture. • Ensures effective management of the performance management cases and good quality of services provided to clients; leads the analysis of documents, data, and other inputs from relevant sources as well as research on regulations, rules, policies, and precedents to handle the performance management cases properly and effectively; collaborates and coordinates with HR colleagues to ensure standard approach. • Establishes Standard Operating Procedures (SOPs) for performance case management with focus on client orientation. • Proactively engages with HR Business Partners and line managers in fostering good performance management across the organization and preventing performance management issues. • Monitors, analyses, and reports on performance management cases. • Contributes to the development of policies, guidelines, and processes in MTHR. • Keeps abreast of new developments, approaches, and best practices within and outside the UN system in performance management and participates in relevant inter-agency working groups and forums.

• Advanced university (Master's Degree or equivalent) degree in Human Resources Management, Business Administration, Law, Social Sciences, or another related field.

• A first level university Degree (Bachelor's Degree or equivalent) in the above educational areas plus three additional years of relevant work experience, may be accepted in lieu of the Advanced Degree.

• At least seven years of progressively responsible professional experience in human resources management or related functions, of which three years preferably in the United Nations or another international/multi-cultural organization or institution.

• Experience in dealing with confidential issues and/or complex/sensitive cases relating to performance management as well as in leading performance management initiatives. • Ability to work with ambiguity and coordinate across diverse teams and leaders. • Mature, resilient, with strong people relating skills and empathy; focused on solutions; communicates effectively to varies audiences. • Strong analytical skills and experience.

•Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $77326 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 36266*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
