The Appointment and Selection Board (ASB) and Appointment and Selection Panel (ASP) are the Central Review Body (CRB) set up by the Executive Director to ensure that staff selection processes at UNOPS are compliant, efficient and transparent. The ASB performs this critical function by reviewing relevant recruitment cases for adherence to UN rules and regulations, and making recommendations accordingly.

As a subject matter expert, the HR Specialist provides objective advice to and facilitates timely training for Board members to support and enable them to fulfill their mandate of conducting ongoing compliance review of staff selection recommendations. The HR Specialist works under the guidance and supervision of the Deputy Director, and represents PCG in the CRB, providing substantive HR policy advice and guidance to these bodies.

The HR Specialist is focused on advisory and training while working with the ASB/ASP secretariat to ensure that ASB/ASP members convene as scheduled to collectively review the recruitment process and selection recommendations for staff positions in line with existing procedures.

Through advisory and training provided to ASB members, the HR Policy Specialist ensures that Board decisions and recommendations are consistent with the expectations and standards set out in existing policies, processes and procedures for the recruitment and selection of staff at UNOPS.

Functional Responsibilities

Advisory: - Advise PCG leadership and UNOPS senior management on the selection criteria for ASB members. - Provide HR policy and procedural advice to ASB members during meetings, including advice on their role and on specific HR policy matters. - Review existing ASB rules of procedure and propose and implement changes and updates as necessary. - Ensure that hiring units provide all relevant information and documentation required for a swift and comprehensive review process and provide policy guidance in cases that do not conform with policy and best practice. - Facilitate the swift review of cases by liaising between ASB and hiring units on policy issues and cases.

Planning: - Coordinate with the ASB secretariat to ensure that Board members meet regularly and convening ad hoc meetings as needed. - Ensure that the ASB secretariat provides effective scheduling, agenda, and documentation support to the meetings. - Proactively manage the meeting agendas and submissions to ensure that the CRB review meetings move in a timely manner and that any HR policy guidance or clarifications are provided in a proactive and timely manner.

Capacity Development: - Develop and administer training on the staff selection system at UNOPS for ASB members. - Develop Service Level Agreements (SLAs) and Turnaround Times (TATs) for work done by the ASB to ensure that meeting proceedings and outcomes are well managed. - Keep abreast of policy and procedural changes/ evolutions in the HR practice at UNOPS in order to ensure Board members update their knowledge and skill in relation to staff recruitment activities. - Represent the ASB in various meetings as appropriate and contribute in organizational efforts to develop new policies, procedures and guidelines to meet the evolving needs of the organization. - As policy specialist, provide substantial contribution to organizational efforts to develop new policies, procedures and guidelines to meet the evolving needs of the organization and monitor their implementation.

Monitoring and Reporting: - Monitor the compliance of rule of procedures, SLAs and TATs. - Monitor implementation of staff recruitment policies and procedures. - Source, analyze, summarize and report data to identify trends or patterns and provide insights about the impact of the ASB’s work on staff selection outcomes at UNOPS.

Education/Experience/Language requirements

Education - Advanced university degree (Master’s degree or equivalent) in Public or Business Administration, Human Resource Management, or related disciplines. - Bachelor’s degree or equivalent in similar fields of study as above in combination with two additional years of relevant work experience may be accepted in lieu of advanced university degree.

Experience - A minimum of five (5) years of progressively responsible experience in human resources management or related area is required. - Demonstrable understanding and application of HR and recruitment processes within the UN system, international organisations or inter-governmental organisation is required - Experience of delivering and facilitating training and/or workshops - Experience in analyzing and optimizing processes is desirable. - Experience in data analysis is desirable.

Language Requirement - Fluent in spoken and written English. - Knowledge of another official UNOPS language is an asset.
