Result of Service Revised documentation and guidance material on recruitment and staffing, including updated Staff Rules, revised administrative instructions, and other process and procedure documentation on recruitment and job classification to be delivered, in accordance with relevant audit recommendations.

Work Location Montreal/ Canada

Expected duration Six (6) months of work, within a period of eleven (11) months, starting as soon as possible.

Duties and Responsibilities The consultancy assignment is under the Recruitment, Classification and Post Management Section.

The consultant is expected to work remotely, and to present regular reports in accordance with a schedule to be agreed as part of the contract for this assignment. The HR Policy Consultant will perform the following tasks:

  • Review audit recommendations on recruitment and job classification;
  • Propose an action plan for development of process and procedure documentation on recruitment and job classification, in accordance with the audit recommendations;
  • Benchmark ICAO policies, processes and procedures with those of other UN system organizations, and identify best practices;
  • Revise existing/draft documentation, such as administrative instructions on recruitment and staffing, relevant Staff Rules, and recruitment manuals;
  • Develop guidance material on recruitment and staffing, in accordance with relevant audit recommendations;
  • Facilitate the internal review and approval by providing the necessary supporting documentation and policy advice, as required.

    Qualifications/special skills Academic Qualifications: A first-level university degree in human resources management, law, business or public administration, social sciences, education, or related field.

Experience: Essential - At least ten years of progressively responsible experience in human resources management or a related field, with at least five years within the UN system or other international organizations. - Extensive experience in the development and application of HR policies and procedures in an international organization.

Desirable - Managerial experience at the senior level, preferably within the UN system.

Language: Essential - Fluent reading, writing and speaking abilities in English.

Desirable - A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Additional Information It should be noted that the assignment is for a maximum duration of six months, starting as soon as possible. The consultant is expected to work remotely, and to present regular reports in accordance with a schedule to be agreed as part of the contract. A competitive rate will be offered depending on the assignment and the qualifications required.
