1. Organizational Context

a. Organizational Setting

The position is located in the Human Resources Operations Service of the Human Resources Management Department. The Human Resources Operations Service provides a center of excellence for the delivery of efficient services relating to operational HR management within a culture of customer service and continuous business improvement, knowledge sharing and innovation. The Service contributes to the Human Resources Management Department's ability to support the effective achievement of WIPO's program results.

b. Purpose Statement

The incumbent is responsible for overseeing the work of the HR Pension and Insurances Unit, which entails accurate and timely administration of, and provision of advisory services on, the Organization's pension schemes through the United Nations Joint Staff Pension Fund (UNJSPF) and the WIPO (closed) Pension Fund and insurance policies to staff members, retirees and their dependents.

c. Reporting Lines

The incumbent works under the direct supervision of the Head of the HR Operations Service.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Plan, monitor, control and report on the work of the unit; assists the Head of HR Operations Service in managing financial, human and other resources of the unit in accordance with the results-based management framework; evaluate and monitor individual and team operational performance levels and follow up as appropriate.

b. Develop, monitor and provide authoritative advice on the implementation and interpretation of staff collective insurance terms, as well as the WIPO, the WIPO (closed) Pension Fund and the UNJSPF Regulations and Rules, and the respective derived policies and procedures.

c. Provide proactive advice in sensitive staff litigation cases in relation to medico- legal issues, liaise and manage correspondence with the medical service, the insurers, the legal Office, the staff member and/or their lawyers; recommend appropriate action to senior management.

d. Represent HRMD in internal working groups and meetings; prepare and present technical papers; participate in the inter-agency meetings and other bodies focusing on pension and insurance issues, procedures and policies; maintain and enhance collaboration at the common system level in the area of pension and insurance.

e. Supervise reporting documents for the UNJSPF, the WIPO (closed) Pension Fund Board, the General Assembly and the WIPO Insurance Committee; certify payments for monthly pension complements for the WIPO (closed) Pension Fund; provide data and clarifications for actuarial studies and undertake joint verification with external consultants; provide information to financial auditors for the annual audit to review processes and calculations.

f. Analyze existing staff insurances and recommend enhancements for insurance coverage; organize the tender process in accordance with established policy; negotiate contract terms and ensure corresponding implementation in the regulatory framework, work procedures and internal systems.

g. Perform other job-related duties as required.

3. Requirements

Education (Essential)

First-level university degree in human resources management, finance, legal, business or public administration, or related field.

Experience (Essential)

At least six years of relevant professional experience in human resources management, administration, pension, insurance or related area, of which at least three at the international level.

Professional experience in the field of pension or staff insurance is required.

Experience in managing and analyzing large samples of HR, financial and customer data.

Experience in analyzing, defining and improving of business processes and related technical specifications for Enterprise systems and tools.

Experience (Desirable)

Relevant experience in a UN or other international organization.

Experience in Human Resources Management.

Managerial experience.

Language (Essential)

Excellent knowledge of English or French and good knowledge of the other language.

Language (Desirable)

Knowledge of other UN official languages.

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the July 2023 rate of 89.2 %
