UNICEF's Global Shared Services Centre (GSSC) in Budapest, Hungary provides services to UNICEF offices globally in the areas of Finance, Human Resources, Payroll and Information Technology.

Purpose for the job

Under the supervision of the HR Payroll stream lead (GSSC Payroll), support timely and accurate payroll processing of assigned Payroll Areas for UNICEF's Staff, review and approve separation payments; support the work of HR assistants; support auditability of the payroll records and accuracy of payroll data maintained as part of UNICEFs HR systems. Support to the Human Resources Specialist in engaging new local staff through training, coaching, work shadowing and contributing to development of best practices and business processes in the area of payroll.

Summary of key functions:

Responsible for payroll service delivery for assigned pay-areas, in accordance with the payroll calendar and the established SLAs.

  • Timely resolution of SG tickets as per the established OLAs / SLAs.
  • Oversee the review of payroll reports and simulation to identify errors.
  • Assist in performing timely corrective actions as may be necessary prior to the actual payroll run for the period.
  • Support the review of results of posting to Fl/AP simulations and determine problem areas.

Maintain highest quality standards with zero tolerance for errors and strict adherence to timeliness towards all payroll service deliverables.

  • Proper segregation of duties in accordance with the accountability splits.
  • Adherence to SOPs and checklists with proper validation controls.
  • Payroll disbursements are done in accordance with the stipulated timelines.

Ensure adherence to established HR and payroll procedures including process instructions and SOPs.

  • Ensure that all procedural elements including UN staff rules are always properly applied.
  • Work closely with the payroll teams and the SME function to ensure that the process instructions are created and updated in a periodical manner to help the end users.
  • Responsible for process adherence as per the SOPs including periodical updates to be made as per the business / procedural changes.

Responsible for auditing and approval of entitlement payments.

  • Ensure accuracy of calculations of separation payments, completeness of documentation and that payments are promptly processed.
  • Verify and approve salary advances.
  • Review and approve the Pension Fund separation Notifications.
  • Provide guidance in computing ASHI deduction overrides and updating it in the system. Responsible for reporting monthly ASH! deductions.
  • Review and approve rental advances.
  • Verify and approve the manual adjustments related to overpayments such as Settling in grant and other entitlements.

Responsible for the plan and organization of the workflow processes.

  • Provide input to supervisors to identify process bottlenecks.
  • Support the development and identification of IT related issues and testing of the revised processes in the computer systems.

To qualify as an advocate for every child you will have…

  • A first-level university degree in Business Administration or a relevant area is required.
  • A minimum of four years of relevant experience, in operations management, change management, human resources, finance, budget, accounting, audit, office management and/or other directly related technical fields is required, preferably with the UN or other international organization.
  • Previous hands on experience in a supervisory/managerial capacity is highly desirable.
  • Previous experience of shared services/business support centre is highly desirable.
  • Work experience with UN or an international organization is desirable.
  • Previous experience of shared services/business support centre is highly desirable.
  • Fluency in English (verbal and written) is required.
  • Knowledge of another official UN language or local language of the duty station is considered as an asset.

National Officer (NO) staff are nationals of the country in which they perform functions of a technical and professional nature. Eligible applicants are nationals of Hungary.

National Officer staff are locally recruited staff and therefore, candidates are personally responsible for any travel and accommodation arrangements. UNICEF does not facilitate MFA accreditation for locally recruited staff.
