The salary for this job should be between 102,120 USD and 133,718 USD.

Salary for a P-3 contract in Manila

OBJECTIVES OF THE PROGRAMME

The objectives of the Human Resources Management Unit are to carry out in an efficient and timely manner, for the WHO Regional Office for the Western Pacific (WPRO) and Country Offices the region, all activities related to both strategic and operational workforce planning, staff/management relations, the development, implementation and assessment of integrated talent management strategies and practices that support the achievements of short-medium and long-term objectives as set out in the MTSP and operational workplans.

DESCRIPTION OF DUTIES

  1. Provides secretariat support to the WPRO Learning Committee and, based on committee recommendations, develops and implements the overall strategy for staff development and learning in the Region;
  2. Guides the WPRO Learning Focal Point network to identify and collate staff development and learning needs across the region, and supports the network, through training of trainers, to facilitate the delivery of essential learning activities in the Regional Office and Country Offices;
  3. Conducts Learning Needs Analysis across the region and propose adequate training activities to address them;
  4. Liaises with the WHO Career Development and Learning team and supports the implementation of required global learning initiatives;
  5. Administers the WHO Learning Management System for the Region including learning management, e-learning development and publication, targeting of learning and reporting;
  6. Monitors, evaluates and reports on implemented SDL activities;
  7. Supports the development of e-learning programs using Articulate Storyline;
  8. Manages the financial resources allocated to staff development and learning in the Region;
  9. Provides advice, guidance and training for Performance Management and Development (PMDS) activities;
  10. Reports, at key periods in the PMDS cycle, to Country Offices and Clusters on completion rates for mandatory PMD activities; and
  11. Perform other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in human resources management, public or business administration, psychology, organizational development, social science or related field Desirable: Masters level qualification in a related area

Experience

Essential: Five years of experience in planning, developing, organising,conducting and evaluating staff development activities, in an international setting and/or multicultural environment. Desirable: Experience in the implementation and management of a Learning Management System. Experience designing and developing eLearning

  • Ability to conceptualize and develop Staff Development and Learning strategies.
  • Excellent knowledge of instructional design and facilitation techniques.
  • Ability to provide advice and guidance to managers and staff on the Performance Management and Development process.
  • Ability to manage SDL related projects, monitor the implementation milestones and produce periodic reports.
  • Computer literacy.
  • Experience using Articulate Storyline, WebEx and Cornerstone (or other Learning Management System software) desirable.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2453 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
